Overview:
WiSC Enterprises has a potential opening for a Senior Engineer Program Manager at the Defense Health Agency’s Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.
As the Senior Engineer Program Manager, you shall assist ongoing Government efforts and initiatives related to the DHA goal of developing and maintaining a high-performance acquisition organization. The support will focus on continuous refining and retooling acquisition and business processes to achieve the strategic vision of the organization.The Contractor will assist the DHA in acquisition strategic planning, management advisory consulting, acquisition operations quality assurance, new efficiency initiatives, changes in policy, and actions in compliance with the DHA Strategy Map and Objectives.
Lastly, the PM shall provide support to manage the DHA performance and process improvement programs using quantifiable data to shape Continuous Process Improvement (CPI), productivity, and efficiency.
This is an onsite position based on one of the Defense Health Agency locations in Falls Church, VA or Rosslyn, VA.

- Design, maintain, validate, and refine Tier 0-3 performance metrics to measure progress towards procurement strategic goals:
- Tier 0 - Spend not aligned to category management principles;
- Tier 1 - Spend through agency-wide mandatory use solutions;
- Tier 2 - Spend through multi-agency solutions or Government-wide solutions that are not best practice solutions;
- Tier 3 - Spend through best practice solutions.
- Develop, update, and refine performance metric Standard Operating Procedures (SOPs) for each performance metric.
- Provide recommendations regarding data sources, collection methods, collection frequency, and analytical methods in support of data collection planning.
- Conduct root cause analysis and other analytical methods to identify areas for improvement and design performance improvement plans.
- Update and maintain the Driver-Based Performance Management (DBPM) Program.
- Develop and maintain the Performance Management Tool (PMT) and dashboard to increase transparency into performance.
- Develop or update operational drivers for each objective and Tier 1 outcome measure.
- Investigate, design, and align Tier 2 and 3 metrics with operational drivers.
- Facilitate process improvement activities using Lean principles, Lean Six Sigma (LSS), or other approved process improvement methodology.
- Validate and refine metrics thresholds and targets.
- Determine and execute reporting cadence and audience from applicable regulations.
- Develop, analyze, and disseminate performance reports. Develop, implement, and maintain consolidated performance report scorecards and reporting tools.
- Responsible for defining, teaching, and enforcing the use of good project management practices.
- Identify gaps and solutions to Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P).
- Responsible for using PMO methodology best practices to create a project plan to fit the stakeholders/customers’ needs and deliver within budget on desired outcomes.
- Define the project scope and objectives to ensure project members understand what is expected of them and what they should expect from one another.
- Adapt approach to the context and constraints of each project. Improve teams' skills through lessons-learned reviews at project completion.
- Prepare, maintain, and submit clear and concise activity/progress reports, time recording, and management reports.
Required Qualifications:
Minimum Qualifications:
- Must have a Bachelor’s Degree and 10 years of Project Management experience on DoD Acquisition programs managing cost, schedule, and performance parameters.
- A Project Management Professional certification is required (such as PMP or other equivalent certification).
- Must be a US Citizen and eligible to obtain a DoD Secret clearance.
- Ability to develop project goals for DHA CAE as their own and use skills and expertise to drive analysis of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) associated with DoD and DHA occupational and environmental health.
- Ability to explore and support Total Exposure Health (TEH) and associated physiological and environmental monitoring programs within a Strategic Plan and CONOPS.
- Ability to apply a proactive approach in routinely tracking of project members’ progress against their project commitments.
- Possess a broad and flexible toolkit of techniques used for resolving complex, interdependent activities into tasks and sub-tasks that are documented, monitored, and controlled.
Computer Skills:
- Proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat.
