Role Overview:
As the Corrections Health Nursing Director, you'll work alongside the Director and Medical Director to ensure the delivery of consistent, high-quality healthcare to individuals in adult jails and Juvenile Detention Facility. This pivotal leadership role requires a strategic mindset, exceptional nursing expertise, and strong management skills to oversee all aspects of correctional nursing services.
The Nursing Director will work with the Director and Medical Director to ensure Corrections Health continues to provide consistent quality healthcare to adults and youth in custody in Multnomah County and any clients we serve both in and out of custody.
This position will work with the Senior Operations Manager to ensure consistency of workflows, processes, documentation and policies throughout all clinic sites for all healthcare staff in compliance with federal, state, local and National Commission on Correctional Health Care standards.
The Nursing Director will directly supervise the adult facility Nursing Managers and Nursing Supervisor of the Juvenile Detention Facility. This position will provide direction and support for the nursing programs in the Division, ensure quality recruitments, on-boarding, mentoring training and retention plans.
In the Nursing Director role, you will:

Clinical OversightEvaluates the quality of Corrections health services provided by collaborating with clinical leadership, reviewing reports, statistical data, by conferring with staff, and by reviewing information from clients, community advisory groups, community partners, and users of services in order to determine what improvements are needed.

Key Responsibilities:-Providing care to both adults and youth in custody.-Working with the Senior Operations Manager to ensure consistency of workflows, processes, documentation, and policies across all clinic sites.-Direct supervision of the CH Infection Prevention CHN.-Active participation in the Corrections Health CQI program.-Creating and updating Corrections Health policies.-Lead the CH Nursing Fellowship Program.-Verifying division-wide performance-related goals and objectives are evaluated and met.-Provide clinical oversight and leadership for all nursing programs within Corrections Health-Directly supervise Nursing Managers for adult facilities and the Nursing Supervisor of the Juvenile Detention Facility-Ensure compliance with federal, state, local, and National Commission on Correctional Health Care standards-Evaluate and improve the quality of health services through data analysis, staff collaboration, and community feedback-Develop and implement communication and training plans for division staff-Participate in audits, accreditation processes, and quality improvement initiatives-Collaborate with Sheriff's Office leadership to resolve interdepartmental concerns-Serve as a nursing management expert in labor relations, including contract negotiations and grievance processes-Develop effective recruitment strategies to increase diversity in nursing staff-Create and foster relationships with nursing schools for student placements-Implement and oversee training, mentoring, and retention programs for nursing staff-Participate in 24/7 on-call rotation to provide operational and clinical support-The specific mention of providing care at Multnomah County Jails and Juvenile Detention Facility.-Working with the Director and Medical Director to ensure consistent quality healthcare.-Evaluating the quality of Corrections health services by reviewing reports, statistical data, and information from clients, community advisory groups, community partners, and users of services.-Taking part in the investigatory process concerning client or external agency complaints.-Being an active member of the Corrections Health Leadership Team.-Serving as an expert in Corrections Health nursing practices and interdepartmental relationships.-Assisting and advising staff with difficult and complex issues.-Partnering with management teams, other groups within the Health Department, and Sheriff's Department Command staff to ensure appropriate level of care.-Supporting the CH Nursing Fellowship Program.

Qualifications:
  • Advanced nursing license
  • 3-6 years of experience demonstrating ability to perform role duties
  • Active Registered Nurse license in Oregon (as per ORS 678.021)
  • CPR/BLS certification
  • Ability to pass a Multnomah County Sheriff's Office Background Check
  • COVID-19 vaccination or approved exemption
  • Any combination of relevant work experience, volunteering, education, and transferable skills as qualifying
  • The ability to work independently and in an interdisciplinary setting, and experience providing services to diverse and vulnerable communities.
Additional Nice to have Qualifications:

-Correctional or forensic nursing experience: Direct experience working in jails, prisons, or forensic psychiatric facilities is highly valuable.-Experience in corrections or public health nursing-Strong leadership and communication skills-Ability to work independently and in an interdisciplinary setting-Experience providing services to diverse and vulnerable communities-Public health expertise: Understanding population health management and community health issues that often intersect with correctional populations.-Mental health and substance abuse knowledge: Many incarcerated individuals struggle with these issues, so expertise in these areas is crucial.-Crisis management skills: Ability to handle emergencies, security incidents, and high-stress situations calmly and effectively.-Cultural competence: Strong understanding of diverse populations and the ability to provide culturally sensitive care.-Legal and ethical expertise: Familiarity with legal issues surrounding inmate rights, informed consent, and ethical considerations in correctional healthcare.-Infection control experience: Knowledge of preventing and managing infectious diseases in closed environments.-Budget management: Skill in managing complex budgets and allocating resources efficiently.-Technology proficiency: Experience with electronic health records and other healthcare technologies used in correctional settings.-Policy development: Ability to create and implement policies that align with both healthcare best practices and correctional security needs.-Interdisciplinary collaboration: Experience working with security staff, mental health professionals, and other stakeholders in a correctional environment.-Quality improvement expertise: Skills in developing and implementing quality assurance programs specific to correctional healthcare.-Trauma-informed care knowledge: Understanding of how to provide care that acknowledges the prevalence of trauma among incarcerated populations.-Leadership in challenging environments: Experience motivating and supporting staff in high-stress, potentially dangerous settings.-Advocacy skills: Ability to advocate for inmate health needs within the constraints of a correctional system.-Continuous education mindset: Commitment to staying updated on both correctional healthcare best practices and broader nursing/medical advancements.
