Responsibilities:
Millennium Corporation is hiring a Senior Cost Estimator to work in Hunstville, AL. The candidate must have an active secret clearance.
The Senior Cost Estimator to support our team in developing accurate cost estimates and conducting operations research. The ideal candidate will focus on providing analytical support for cost effectiveness studies, risk evaluations, and modeling and simulation efforts.
This role will involve collaborating with project offices to enhance decision-making processes related to cost, schedule, and technical performance, as well as assisting in the preparation of budgetary submissions. This is a full-time position with work anticipated mid December 2024 upon award.
Duties involved with this role:
- Support Operations Research Analysis: Assist in operations research analysis to evaluate cost effectiveness related studies, providing data and insights that inform strategic decisions.
- Facilitate Cost, Schedule, and Technical Risk Evaluation: Collaborate with project teams to evaluate cost, schedule, and technical risks, contributing to the identification of potential issues and the development of mitigation strategies.
- Assist in Modeling and Simulation: Support the development and application of modeling and simulation techniques to analyze various cost scenarios, aiding in resource allocation and decision-making.
- Provide Subject Matter Expert Support: Act as a subject matter expert (SME) for project offices, offering insights and recommendations based on cost estimates to enhance project performance and financial management.
- Contribute to Acquisition Support: Provide analytical support for acquisition processes, ensuring compliance with regulations and assisting in maximizing organizational value.
- Perform Cost, Schedule, and Technical Performance Analysis: Assist in the analysis of cost, schedule, and technical performance metrics, identifying trends and areas for improvement to enhance project outcomes.
- Prepare Cost Estimates: Develop and support the preparation of accurate and comprehensive cost estimates for various projects, ensuring alignment with budgetary requirements and organizational goals.
- Conduct Earned Value Management Analysis: Assist in conducting Earned Value Management (EVM) analysis, providing data to evaluate project performance and identify areas of concern.
- Offer Programmatic Advice and Recommendations: Provide analytical support and recommendations for schedule and cost considerations, particularly for the development of prototype efforts.
- Support Budgetary Processes: Assist in the preparation of materials for the President's budget, Budget Estimate Submission, and Program Objective Memorandum (POM), ensuring that financial information is accurate and timely.
Qualifications:
- Candidate must have an active secret clearance.
- MA/MS degree in Economics, Business Administration, or a related field and 8-12 years of relevant experience in cost estimation, operations research, or acquisition support, with a focus on complex projects, including the following skills
- Proficiency in cost estimation software and data analysis tools, with a strong understanding of cost modeling techniques.
- Strong knowledge of cost effectiveness analysis, risk evaluation, and Earned Value Management principles.
- Excellent communication and presentation skills, with the ability to effectively convey complex financial information to diverse stakeholders.
- Proven ability to collaborate with cross-functional teams and provide subject matter expertise.
- Familiarity with budgetary processes, including the President's budget, Budget Estimate Submission, and Program Objective Memorandum (POM).
Business Development:
Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.
Physical Requirements:
- Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 10-15 pounds at a time.
