Summary:
Nisga’a CIOPS is seeking a Business Development Director. Reporting directly to the Chief Strategy Officer, this position will lead and support growth, identify opportunities within a wide federal government’s agencies, customer engagement, pipeline, creating/leading winning capture strategies, proposals, recruiting, pricing, marketing, and customer relations management software.The position will work with a support team of contracting Human Resources, Recruiters, Capture, Pricing experts, Program Manager and Technical Experts to achieve growth goals. The Business Development Manager for Nisga’a CIOPS is responsible for the overall Business Development, Capture, Proposal and Program Management of potential opportunities in response to proposals and task orders.
This may include: Research and identification of future customer opportunities, development of current customer opportunities, capture management, bid and proposal functions including opportunity bid/no bid decisions, marketing strategies and development of marketing materials, business plans, growth assessment strategic planning, profitability forecasting/analysis and planning, documentation support for BD activities, ongoing personnel certification tracking, and review teams for ongoing proposals.
This position encompasses cradle to grave management of BD functions from original identification of an opportunity to award including the transfer to Contract and Operations personnel.
The Business Development Manager will be primarily measured on meaningful and sustainable new revenue and margin generated from the target sectors and will have discrete annual goals and objectives for revenue, bookings/backlog, margin, and opportunity funnel and pipeline.
Responsibilities:
Essential Job Functions:
- Identifying and pursuing new business opportunities within the federal government contracting space and other agencies as necessary.
- Analyzing market trends and identifying potential areas for growth. Leading the capture team and developing strategies to win new contracts with federal agencies.
- Develop and execute strategic and tactical plans for the pursuit and successful capture of key opportunities.
- Developing a deep understanding of the federal procurement process and using this knowledge to identify potential opportunities.
- Leading the capture process from start to finish, including understanding the customer's needs and developing a proposal or solution that addresses those needs.
- Working with the proposal team to create a winning bid and managing the proposal process.
- Managing relationships with key stakeholders, including government officials and prime/sub-contractors.
- Maintaining an in-depth understanding of federal regulations and laws and staying up to date with changes and updates to the procurement process.
- Building and maintaining a strong network of industry and government contacts.
- Developing and implementing strategies for revenue growth and expanding the company's customer base.
- Participate in bid decisions, development of cost strategies and phase reviews.
Qualifications:
Necessary Skills and Knowledge:
- Experience leading the identification, qualification, pursuit, proposal development and capture of opportunities.
- Ability to establish a strong /win strategy/ and capture plan for targeted opportunities.
- Must be familiar and knowledgeable about industry standard Bid and Proposal processes to include black hat discussions, kickoff briefings, review teams, data calls, and other related activities.
- Demonstrated track record of winning major government contracts and executing with high customer satisfaction.
- Functional experience in a variety of relevant positions including Business Development, Strategic Planning, Program Management, Sales and Marketing.
- Track record of successful negotiation of significant deals with varying structures.
- Experience working independently in a fast-paced environment with rapidly changing priorities.
- Proven track record in finding evaluating and securing significant new business within the United States and internationally.

- Knowledge of competitors and ability to model competitor behaviors in the market.
- Excellent writing, communication skills with experience presenting to senior executives and customers.
Minimum Qualifications:
- Bachelor’s Degree in a technical or business-related discipline OR a minimum of 10 years of management experience or experience in business development.
- Proven experience in federal capture management and a track record of successfully capturing federal contracts.
- Active U.S. Department of Defense (DoD) Secret security clearance.
- Must be able to travel as needed (up to 50% of the time).
- Prior experience using a CRM system.
Preferred Qualifications:
- Top Secret clearance.
The salary range for this position is $150,000 to $217,800 annually.
