What You’ll Be Doing

The Cadmus Group seeks a motivated early career professional with expertise in policies and procedures on administrative functions, knowledge management, and developing Standard Operating Procedures and other products and an interest to further equity goals for the federal workforce to join our Climate Line of Business.

The Policies and Procedures Lead Analyst will support our work with the National Oceanic and Atmospheric Administration (NOAA) National Ocean Service (NOS) to help achieve its human capital and equity goals. This position will support the organization on establishing and updating policies and procedures on administrative functions and creating a common repository with an established process for maintaining and sustaining the completed products.

The Policies and Procedures Lead Analyst will work with other contractors and federal staff to determine course topics and the appropriate subject-matter experts, as necessary.

Potential candidates should have a strong foundation in establishing and updating policies and procedures, though are not expected to be experts in their fields.
Rather, ideal candidates will have a demonstrated background in administrative management and, an ability to write and communicate clear guidelines, enthusiasm and excitement for the role, and a willingness to learn and think outside the box to achieve NOAA’s goals.

Some domestic travel may be required for this position.

Responsibilities:

  • Develop and update policies and procedures on administrative functions.
  • Create a common repository with an established process for maintaining and sustaining the completed products. This may include Standard Operating Procedures, fact sheets, checklists, and other documented products.
  • Apply analytical methods and techniques to performing management studies and detailed analyses.
  • Write and communicate clear guidelines, including financial and administrative.
  • Provide subject matter expertise in principles, practices, and procedures in administration and management
  • Some domestic travel may be required.

Qualifications:

  • Bachelor’s degree from an accredited university. and a minimum of two years’ experience in a relevant field (e.g., business process analysis, organizational change management and/or design, operations). A master’s degree in a relevant field may be substituted for two years’ experience.
  • Excellent analytic, communication (oral and written), research, and presentation skills.
  • Strong attention to detail and the ability to self-edit and quality-check all work.
  • Ability to apply analytical and evaluative methods used to gather, analyze, and evaluate information about organizational design and management processes.
  • Comprehensive and detailed knowledge and understanding of a recognized organizational administrative or management function, including policies, precedents, and procedures.
  • Ability to apply this knowledge to achieve administrative or program objectives.
  • Ability to identify problems, propose solutions, and defend recommendations.
  • Ability to manage tasks and deadlines across multiple projects.
  • Proficiency in relevant software programs including Microsoft Office Suite and Google Suite.
  • Candidate must be willing and able to travel, as some domestic travel may be required.
  • Able to pass a U.S. federal government background check and public trust clearance process - requires US Citizenship.

Desired Qualifications:

  • Experience working with the federal government in general or the Department of Commerce / NOAA in particular.

The minimum starting salary for this position is $60,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
