Senior Environmental Program Manager, AWS Environmental Team, Infrastructure Development

The Amazon Web Services (AWS) Environmental team is looking for an experienced senior environmental program manager (PM) to manage all environmental requirements during datacenter and infrastructure development in the Americas. The Environmental PM will be a key, senior member of the Environmental Infrastructure Development team supporting delivery of AWS datacenter expansion projects, focusing on the Eastern US.You will partner with AWS stakeholders to develop regional and site-specific development strategies, enabling the construction and operation of AWS datacenters and infrastructure. You will lead environmental due diligence for site selection and acquisition, develop and execute regional and site-specific environmental permitting strategies, environmental compliance during design and construction, and prepare for operational compliance.
This role requires regular engagement throughout the development lifecycle with multiple AWS stakeholders including Environmental Compliance, Real Estate, Risk, Water, Design, Public Policy, Community Relations, Construction, and Operations teams, as well as external stakeholders including regulatory agencies, consultants, and contractors.
You will coordinate with internal and external counsel on site acquisition, permitting, and regulatory compliance risks and support development of contractual environmental obligations.
A successful candidate in this role will have a proven track record of delivering multiple, high-priority projects with tight timelines that require strong communication with partner teams, outside consultants and counsel, and regulatory agencies.The candidate must have a strong understanding of multi-media environmental permitting, remediation, and compliance requirements associated with large-scale infrastructure and experience with Clean Water Act (CWA) 404 and NPDES permitting in the eastern United States.

- Up to 25% travel may be required.
- Assess environmental risks and requirements and develop mitigations and strategies to support data center siting and development strategies and site-specific project delivery.
- Conduct environmental due diligence activities, including Phase I and Phase II Environmental Site Assessments, regulatory and permitting evaluations, and natural, biological and cultural resource evaluations.
- Deliver environmental permits, approvals, and plans to enable on-time and compliant construction and operations for new data center locations and expansion of existing sites.
- Communicate environmental requirements to internal and external project partners and collaborate with regulatory agencies, environmental consultants, design engineers, legal teams, and project managers, to facilitate the permitting process and address environmental concerns.
- Coordinate with partner teams to optimize site masterplans accounting for environmentally sensitive areas and develop site development and permitting strategies that ensure that projects are environmentally responsible and sustainable and meet required timelines.
- Coordinate and lead regulatory agency interactions and negotiations in support of environmental permit acquisition and regional development strategies.
- Identify opportunities for process improvement, driving efficiencies, and developing initiatives to improve AWS’ management of environmental risks.
- Develop, manage and track metrics to evaluate project delivery.

About the team
The AWS Environmental Infrastructure Development team supports the full lifecycle of infrastructure development, beginning with site selection and due diligence and continuing through design, construction, and transition to operations. We partner with internal teams including Environmental Compliance, Real Estate, Power, Water, Design, Risk, Legal, Construction, and Operations teams to deliver new data center infrastructure that meets environmental requirements and optimizes environmental opportunities.
- Bachelor’s degree in environmental science, biology, engineering or related discipline.
- 10+ years delivering multi-media environmental due diligence, permitting, and compliance projects with specific experience in CWA 404 and NPDES permitting, groundwater protection, wastewater discharge, and natural and cultural resource evaluations.
- 7+ years experience delivering environmental due diligence for greenfield and brownfield sites, including Phase I and Phase II ESAs and support for investigative and remedial activities.
- 7+ years experience managing large project teams and multiple stakeholders, including regulatory negotiations, and delivering environmental permits and compliance for large scale infrastructure development during design and construction.
- 5+ years datacenter or critical infrastructure due diligence, permitting, design, construction, and/or or risk assessment experience strongly preferred.
- Experience managing and/or supporting community/public interactions and evaluating and managing environmental policy changes.
- Sustainability experience for large scale infrastructure development.
- Experience in a fast-paced, changing/growing organization.
- Proficient with MS Excel, Word, and Windows Operating Systems.
- Strong analytical skills with demonstrated problem-solving ability.
- The Environmental Program Manager must have excellent verbal and written communication skills, strong environmental regulatory knowledge and experience in environmental due diligence and environmental permit preparation.
