Senior Congressional Analyst

Summary:
The Senior Congressional Analyst shall research and provide data analysis and consulting to the National Guard Bureau Legislative Liaison (NGB-LL). The Congressional Analyst duties under this TO at the Pentagon, Washington, D.C. shall possess at least an interim secret security clearance at time of hire.
Responsibilities:
Essential Job Functions:
- Provide advisory support for NGB positions on Congressional issues to the Congressional Analysis Branch Chief (CABC).
- Support activities in NGB-LL by supporting and advising the CABC and leadership on engagement plans and strategies to ensure the NGB obtains essential Congressional authorization and appropriations for the Army and Air National Guard.
- The contractor shall provide analysis and recommendations regarding detailed legislative and budget proposals that affect the DoD and the NGB priorities.
- Support the development of NGB messaging content for senior level legislative liaisons to enable their communication of essential NG requirements to Congress in support of the President’s Budget while serving as an advisor and principle reference for legislative liaisons as a source of research, analysis and legislative strategy recommendations to facilitate engagements with members of Congress, oversight committee staff and personal staff.
- The contractor shall advise the CABC and leadership regarding improved work processes; provide input and analysis of production reports for trends and submit a Trend Analysis Report by the last business day of each month.
- Shall advise the CABC on the development of a formal coordinated Army National Guard and Air National Guard position on complex and controversial inquiries submitted by members of Congress and the White House.
- The contractor shall provide technical analysis, technical editing and documentation support to the NGB LL branch chief as well as track and monitor workload distribution with regard to current inquiries.
- Provide technical position / “White Papers” on the defense spending bills throughout the legislative process.
- Up-to-date products shall be provided at key points including: introduction of draft legislation, mark-ups by congressional committees and their subcommittees, consideration by House and Senate, conference committee action, and final passage by the House and Senate.
Qualifications:
Necessary Skills and Knowledge:
- Understanding of DoD legislative and ULB process.
- Deep understanding of congressional processes, committee structures, and the federal legislative system.
- Strong research, writing, and analytical skills with the ability to present complex information clearly and concisely.
- Demonstrated experience in policy advocacy and engagement with lawmakers and congressional staff.
- Excellent interpersonal and communication skills, with a proven ability to build relationships and influence at various levels.
- Ability to manage multiple projects simultaneously and work effectively under tight deadlines.
Minimum Qualifications:
- Bachelor’s degree from an accredited US based university.
- Minimum 5 years of experience with analyzing legislation and federal budgets.
- Minimum 5 years of experience working with the NGB or equivalent other Service Headquarters or DoD level.
- Experience which demonstrates a high level of understanding of the congressional budget and appropriations process, and familiarity with the President’s budget, to include analyzing appropriations tables and justification books.
- Experience analyzing and tracking the annual National Defense Authorization Act, Appropriations Act and Military Construction appropriations.
- Experience that demonstrates understanding of congressional committee process and procedures to include mark-ups, hearings and nominations.
- Experience with DoD policy development, program process and program executionSecret security clearance required
Preferred Qualifications:
- Understanding of federal budget processes and appropriations.
- Ability to interpret legislative language and its implications for policy and operations.
- Familiarity with specific policy areas relevant to the organization’s mission is preferred.
