Overview:
This position is in support of the Planning and Estimating Office at NSSF, providing short and long-term production control functions in support of Los Angeles and Virginia class planned and emergent maintenance requirements.
In this role the selected candidates duties/ responsibilities will include, but not be limited to the following:
- To provide oversight, technical direction and work assignments to a staff of 20 Detail Planners, 3 Advance Planners and 1 Work Authorization Group Supervisor and 8 hourly WAG personnel.
- Coordinate Production Control Branch efforts with Repair Department management, RSG Material Office, SUBMEPP, and NAVSEA representatives to ensure short and long term integrated production efforts can be achieved.
- Review technical work documents (TWD) on behalf of the Planning and Estimating Officer, ensuring completeness of detail and work sequencing as well as adequacy of OQE for SUBSAFE/Level I work prior to issue.
- Create and modify division procedures and recommend and implement changes to processes and strategies for new or changing planning goals and efforts.
Qualifications:
Required Qualifications- Minimum High School diploma or equivalent
- 10+ years of experience in the depot level overhaul and repair of LOS ANGELES, SEAWOLF, and/or VIRGINIA Class submarines of which includes a minimum of 5 years of supervisory experience
- Must possess a broad background in waterfront repair and ships operations to provide a basis for resolving maintenance problems
- Candidate must possess a comprehensive technical knowledge of complex systems, sub-systems, and components that comprise the Los Angeles and Virginia Class platforms to develop and implement the techniques and methods essential to support production planning and scheduling
- Detailed knowledge of higher authority maintenance requirements and quality assurance procedures as well as a thorough understanding of the requirements of the Joint Fleet Maintenance Manual (JFMM) for conduct of submarine availabilities, work package development, and system test requirements
- Have a detailed knowledge of DFSs, LARs, UACSs, and DRs, and ensure they are submitted when required IAW NSSF processes and procedures.

- Experience using ATIS
- Previous government/military/DoD qualifications including QA Craftsman, QA Work Center Supervisor, QA Division Officer, Planning and Estimating Officer, QA Inspector, QA Supervisor, QA Officer

In addition to the above, candidate must possess the skill to present ideas clearly, persuasively and logically, both orally and in writing, in order to communicate and modify or implement new planning processes, procedures and techniques.
Candidate must delegate tasks and possess sound judgement and decision making skills to facilitate timely planning efforts for short and long term goals.
The selected individual must be able to work effectively with management and working levels of other divisions and departments, and with fleet activities as necessary to identify, recommend and plan alternate short term solutions, and formulate and implement long term plans and have strong computer skills.
