Position Overview:

With the rapid pace of change in technology, IT mandates and governance requirements, DOT OCIO has a priority to mature its OST portfolio oversight and preparation of our IT workforce.

The outcomes of the oversight will enhance and evolve the current IT environment through the planned and deliberate activities that provide timely data to be used for decisions.

Additionally, the maturation of the portfolio will identify gaps within the DOT IT workforce and be the baseline for implementing the DOT IT

workforce strategy. This position will support DOT OCIO in their efforts to mature its IT portfolio and workforce management processes.

Responsibilities:

  • Analyze OST portfolio processes, standards, guidance, tools, or other documents
  • Evaluate the current state of governance processes in use in OST.
  • Identify issues/challenges within the OST portfolio and areas for improvement/enhancement/change, including process improvements
  • Provide an assessment of internal and external factors that may impact or affect overall IT organizational and technology strategies
  • Identify operational considerations and limitations
  • Support the reporting of the OST IT Spend Plan process and other governance processes
  • Provide recommendations on the processes, systems, and initiatives to strengthen the OST Portfolio
  • Conduct data analysis to provide recommendations on improvement areas and activities of the OST portfolio
  • Support training for OST stakeholders on capital planning and investment control, governances, spend plan and other DOT OCIO processes
  • Support the tracking of OST IT portfolio, program and project risks and issues
  • Support the assessment, planning and management of the IT workforce program
  • Support the DOT IT Workforce Data Call and other data requests
  • Facilitate staffing, skills and competency assessments among the IT workforce
  • Plan, recommend and develop training roadmaps for key positions within the IT workforce (as identified by DOT IT leadership)
  • Support the development of career paths for positions within the IT workforce
  • Update/Revise and Provide Recommendations on the IT Workforce Roadmap
  • Support the collaboration of the DOT IT Workforce segments (IT, cyber and others)
  • Support internal training opportunities for the IT workforce including but not limited to lunch and learn sessions
  • Recommend next steps, planning and sequencing to close known competency gaps within the IT workforce
  • Monitor progress and provide recommendations to mature the DOT IT Workforce program
