Project Engineer - Software
Responsibilities:
Noblis ESI is seeking a Project Engineer with expertise in systems engineering and technical assistance (SETA), and a strong foundation in software development to join our team in Chantilly, Virginia.
Responsibilities Include:
- Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of assigned teams and programs/projects.
- Provide technical guidance and recommendations related to the integration of National Systems-based capabilities.
- Assist the PM/COTR in program management and strategic planning; supporting cost, schedule, and performance monitoring and reporting; ensuring program synchronization through cross-program coordination; generating requests for information responses; and programmatics.
- Support Agile-based program management and the implementation of a Model-Based Systems Engineering approach, ensuring that software development follows Agile principles.
- Lead IPT meetings and review process boards, including but not limited to ERBs, CCBs, SRRs, PDRs, CDRs, and PMRs.
- Support the PM in multiple areas such as systems, mission, and enterprise engineering; program management; acquisition support; analytic support; technical analysis; user requirement management and development; architecture; and customer outreach and support.
- Serve as a technical expert in your assigned area, providing leadership in both systems engineering and software development, guiding the team on technical challenges and ensuring best practices are followed.
- Monitor software development processes to ensure compliance with defined requirements, troubleshooting issues and ensuring that the software meets the needs of the project and client specifications.
- Conduct code reviews to ensure adherence to coding standards and collaborate with the development team to provide feedback and guidance.
- Assist in troubleshooting and resolving development issues, working closely with technical teams to address integration problems, bugs, and performance issues during the software development lifecycle.
- Provide administrative and technical support to the Government leadership team, internal cross-coordination, external mission partners, and other DoD/IC customers.
Required Qualifications:
- Must possess an active TS/SCI security clearance with a Counterintelligence (CI) Polygraph.
- A Bachelor’s degree in related field with a minimum of 8 years of relevant experience OR a Master’s degree in related field, with a minimum of 6 years of relevant experience.
- Must possess a strong understanding of the software development lifecycle, and proficiency in TypeScript or Java.
- Experience with Apache NiFi and custom processor development.
- Experience with version control systems (e.g., Git).
- Proficiency with writing and understanding unit and integration tests.
- Must be able to travel, if needed.
Desired Qualifications:
- Possess an understanding of client-related documentation (i.e., MIPRs, SOW, IGCE).
- Experience with writing, reviewing, and editing technical reports, statements of work, white papers, and other technical or programmatic documents.
- Ability to develop and present technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT, or Multi-INT.
- Excellent interpersonal skills and the ability to summarize and brief senior-level Government leaders, civilians, and military officers.
- Strong writing and verbal communication skills, with the ability to manage multiple customer requests concurrently.
- Skilled in management and problem-solving, with a focus on fostering effective partnerships.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws.The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
Posted Salary Range: USD $129,700.00 - USD $202,675.00 /Yr.
