Brief Description of Work:

This position is responsible for planning, coordinating, scheduling, managing and inspecting design, engineering work, and construction in support of Emerald Trail Program of projects. This position may be tiered at a I, II or III level based on experience and/or licensing.

Essential Function(s):
Prioritize, plan, schedule, and inspect work for multimillion dollar Emerald Trail Program in support of the Program Manager.
Manage and coordinate project level planning, environmental reviews, project development, design and construction phases for the multimillion dollar Emerald Trail Program. Typical program projects include, but are not limited to, SEGMENT #3
  • SOUTHWEST CONNECTOR (2.3 miles), SEGMENT #4 - S-LINE CONNECTOR (1.3 miles), SEGMENT #6 WESTSIDE CONNECTOR (4.1 mile), SEGMENT #7 NORTHWEST CONNECTOR (3.5 miles), and SEGMENT #8 EASTSIDE CONNECTOR (3.7 miles).

Coordinate and monitor the work of consultants and contractors on JTA contracts, including design consultants, construction, engineering and inspection (CEI) consultants, and all contractors and vendors associated with construction requirements.

Oversee project development and environmental reviews.
Coordinate design reviews.
Perform contract administration.
Direct, prepare and process Requests for Proposals (RFPs) and bids. Lead or assist the Program Manager with pre-bid and pre-proposal conferences.
Review plans and specifications prepared by consultants and internal staff to ensure construction readiness prior to procurement.

Recommend procurement of engineering and construction services in accordance with guidelines. Manage and coordinate the procurement process, including working with others in the preparation of bid documents and holding pre-bid and pre-construction conferences.

Serve on procurement evaluation committees. Evaluate consultant and contractor proposals for projects and perform or participate in the evaluation of the most qualified firm to perform the work.

Assist in writing technical specifications and reviewing quotes for construction contracts. Analyze technical issues and communicate decisions and policies to the consultants and contractors. Resolve and recommends question concerning technical engineering issues.

Make construction field inspections, prepare reports of inspections, and recommend resolutions.
Review consultant and contractor invoices and check actual periodic performance against project schedule. Maintain updated project schedules and cost estimates. Approve invoices for payment.
Review and evaluate requests for additional information and plans clarifications.
Monitor, analyze, and make reports on change orders, claims and supplemental agreements. Assist in negotiating contract changes and recommend changes to contracts and schedules.
Recommend appropriate changes in contractor schedules to ensure project completion within schedule and review and recommend changes to project plans and specifications.
Participate in the review and evaluation of project plans, reports and special provisions prepared by design consultants.
Participate in environmental studies, feasibility studies and planning functions to ensure smooth transition to design and construction.
Schedule public involvement meetings with consultants, staff and others and make public presentations. Address comments and questions from the public regarding the project impact.
Prepare reports for project and department documentation, executive leadership, Board meetings, and interagency coordination.
Prepare and deliver presentations to the executive leadership and senior management.
Coordinate design issues identified during construction with additional staff as required.
Coordinate with partnering agencies (e.g., FDOT, City of Jacksonville, JEA) to obtain project approvals and communicate project issues.
Coordinate with other departments to establish and execute project requirements and provide updates on projects schedules and issues. Obtain approvals from Authority operating department on final design and project scope.
Ensure field inspections, reports, pay estimates, contractor requests, claims, etc. are responded to in a professional and timely manner. It also involves the insurance of accurate record drawings, permit closeout and turnover of projects to the maintaining agency or Authority operating department.

Perform other duties as assigned

Minimum Qualifications: Bachelors degree in Civil Engineering, or closely related field, from an accredited college or university.

Two (2) years of progressive engineering and project administration experience, including experience in design, construction, inspection or project management of Civil Engineering and Infrastructure projects.

Preferred Qualifications: Florida Professional Engineer License, or ability to obtain license within six (6) months of hire, preferred.

Related experience in trail and multiuse paths projects.

Knowledge of construction management and construction methods, practices and principles.
Knowledge of Federal, State and Local construction codes and laws, and have a good understanding of Florida Department of Transportation policies and specifications.
Knowledge of the use of project controls including critical path method scheduling and budgetary control systems.
Knowledge of practices and principles relating to road, bridge, rail and transit project development, environmental requirements, and construction.
Strong organizational, analytic and strategic-thinking skills with demonstrated ability to create, implement and monitor complex plans and translate those plans into goals and concrete methods and strategies.
Effective communication skills, both orally and in writing, with employees of all levels within an organization.
Proficient with Microsoft Office Suite, including advanced functions in Microsoft Excel, Word and PowerPoint.
Ability to work effectively in a fast paced environment with tight deadlines and competing priorities, Ability to review, understand and interpret construction plans and specifications, Work Environment/Physical Demands:The Project Manager I - Horizontal Development is an in-office position requiring significant collaboration with colleagues and interaction with stakeholders.

The incumbent may be required to work extended hours, including nights, weekends, and holidays, to respond to emergencies or to meet operational needs. Physical demands may include: keyboarding/typing/using a computer mouse, repetitive motion, and sitting for prolonged periods.
