The Integrated Personnel and Pay System – Army (IPPS-A) is the Army project office for overseeing acquisition programs for the department’s human capital solutions. IPPS-A is chartered to modernize and integrate more than 30 current Army Human Resource systems for readiness, talent management, personnel management, and pay activities that support 1.1 million soldiers. The team from Chenega-Cyberstar is responsible for providing program management support services across the IPPS-A program.

The **Program Analyst, SME** supports the IPPS-A PMO by providing risk program analysis support throughout the program life cycle, including managing the procedures to identify, analyze, mitigate, and monitor risk within an agile, continuous integration/continuous delivery/deployment software development environment.

**Responsibilities**

+ Leads the IPPS-A program risk management process (PRMP) and tools for effective use by teams.

+ Facilitates the program’s risk management board, working group, and associated governance bodies.

+ Prepare risk briefings, reports, and documents required for program reviews.

+ Completes an initial screening of risks.

+ Ensures risk management efforts are integrated and at the appropriate level.

+ Facilitates risk identification and analysis evaluations.

+ Maintains risk and issue registers in an Azure Development Operations (ADO) environment

+ Engages with external and internal stakeholders as requested.

+ Advises the Government on current DoD policies and procedures pertaining to risk management to support major program decisions and recommend strategies and techniques for successful conclusions.

+ Monitors risk burn-down effectiveness and reports program-level risk status to the P and RMB using the reporting requirements documented in the program’s approved PRMP.

+ Provides risk management training.

+ Develop and maintain risk management standard operating procedures and associated governance documents.

+ Participates in strategic planning, acquisition planning, and investment planning, contributing to the development of project plans aligned with program goals and objectives.

+ Defines risk-related program management performance measures and metrics to be used to track, report, and assess project/product status and delivery, gathering supporting data and preparing associated status reports for leadership reviews.

+ Ensures compliance with applicable policies and regulations from Federal, DoD, and DA levels to include, but not limited to: DoD 5000, 7000, and 8000 Series; and Army Regulations (ARs) 1-1 and 70-1.

+ Review programmatic documents, prepare comments with rationale, identify key concerns with recommended action for resolution, and collaborate as necessary to ensure proper understanding.

+ Assists in executing operations support duties for the IPPS-A PMO as required.

+ Other duties as assigned.

**Qualifications**

+ Master’s degree or bachelor’s degree with equivalent years of experience.

+ 15+ years of relevant work experience.

+ 5+ years of experience managing risk in an agile software development environment.

+ Must be SAFe certified (SAFe Agilist (SA) or SAFe Program Consultant (SPC) is desired) or agree to complete training and obtain certification within 30 days of hire.

+ Must possess and maintain a Secret Security Clearance

**Knowledge, Skills, and Abilities:**

+ Shall have proven interpersonal skills and a collaborative management style.

+ Excellent communication skills, both verbal and written.

+ Strong organizational and time-management skills, able to convey information across multiple customers and corporate audiences.

+ Ability to facilitate larger sessions or events for product planning, etc.

+ Shall have the required skills, training, and experience necessary to use the following software program(s): Microsoft Office (Word, PowerPoint, Excel, and Outlook) and Microsoft Products (SharePoint, Visio, and Teams).
