Financial Management Analyst - Washington, D.C.

Position Description :

Serco has a great opportunity for a Financial Analyst who is looking to provide support services to the U.S. Navy delivering the Navy’s Constellation (FFG-62) Class Frigate Program in the Washington D.C. area.

Serco supports the US Navy as a prime for their Guided Missile Frigate (FFG(X)) contract which provides support services in the areas of engineering, logistics, acquisition, test and evaluation, and cybersecurity support associated with the planning, design, and construction of ships under the cognizance of PMS 515.

As the Financial Management Analyst, you will be part of a 11-member team that collaborates closely with the customer and other Serco teams to provide management oversight in Planning, Programming, Budgeting and Execution (PPBE) efforts across PMS515.

In this role, you will:

  • Provide Business and Financial Management Support to the FFG-62 Constellation Program to include:
  • Draft financial spreadsheets and reports, budget exhibits (NAVCOMPT, OSD, Presidents Budget).
  • Draft Task Planning Sheets and Reallocation Notices.
  • Draft funding documents to provide funding to other government activities and contractors.
  • Prepare ledger reports.
  • Collect, monitor, and analyze obligation and expenditure data from various contractor and government sources and provide reports to PMS 515M.
  • Resolve problem disbursements.
  • Provide subject matter technical expertise for meetings, presentations, inquiries, and action item resolution.
  • Track funding requirements, and funding documents sent to performing activities and track remaining funding.
  • Prepare funding requests based on requirements review and customer interface. Monitors funding requests until funding is received. Monitors expenditures to identify potential benchmark shortfalls.
  • Utilize Enterprise Resource Planning (ERP) Database.

Qualifications:

To be successful in this role, you will have:

  • Ability to obtain and maintain an Active DOD Secret Clearance.
  • US Citizenship
  • Bachelor’s degree in a related discipline.
  • A High School Diploma/GED and 4 years of direct related experience will be considered in lieu of a Bachelor's degree in a related discipline.
  • 2 years of direct related experience preferably in a government financial environment.
  • Hands-on experience using Navy Enterprise Resource Planning (ERP).
  • Create/edit Outgoing Funding Documents (OFD).
  • Create/edit Project Structures used in the planning and execution of funds.
  • Create/edit Cost Planning data.
  • Create/edit Document Management System (DMS) folders.
  • Execute ZRQIS0002 queries.
  • Will have the ability to travel at least 10% of the time.

Additional desired experience and skills:

  • An Active DOD Secret Clearance
  • Experience working in or with a government budget office is highly desired.
  • Experience as member of Navy Program contractor team a plus.
  • Excellent communication, organizational and interpersonal skills.
  • Experienced in using one or more of the following Navy databases: Computer Optimized Batch Reconciliation Application (COBRA); NAVSEA Enterprise Planning System (NEPS), Program Budget Information System (PBIS).
  • Intermediate Microsoft Excel skills are required. The candidate shall be able to:
  • Create, modify, and format charts.
  • Perform multiple-level sorting, use sorting options, and design considerations.
  • Use mathematical, logical, statistical, and financial functions.
  • Basic Microsoft PowerPoint skills are required. The candidate shall be able to:
  • Create title and bullet slides.
  • Modify slide text.
  • Insert a table.
  • Work with text, drawn objects, and drawing tools.
  • Intermediate Microsoft Word skills are required. The candidate shall be able to:
  • Create templates and customize styles.
  • Embed Excel data.

In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $62,037.42 to $93,056.69; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
