OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for a Congressional Affairs/Communications Manager to work with our federal client, the Defense Counterintelligence and Security Agency (DCSA) Assistant Program Executive Office (APEO) for Acquisition (APEO-A). This position reports to the Program Manager performing Systems Engineering and Technical Engineering (SETA): Support Services.

This is a funded position beginning on March 1, 2025, seeking immediate fill.

Day-to-day responsibilities will include:

  • Support the DCSA APEO-A in communications operations.
  • Serve as a liaison between the Program Office and external customers (e.g., GAO, OIG, Congressional stakeholders, etc.) while keeping the APEO-A updated on developments.
  • Develop/implement communication plans to support objectives, including strategies for Congressional engagement, media relations, and stakeholder outreach.
  • Work with minimal instruction and supervision; capable of independent interaction with stakeholders; makes decisions and recommendations that are recognized as authoritative and have a far-reaching impact on mission success.
  • Provide technical advice, guidance, and direction; knowledge of and ability to apply technical principles, theories, and concepts; develop solutions to problems of difficult scope and complexity.
  • Analyze legislation, regulations, and policy statements to facilitate establishing guidance and procedures for position development on legislative initiatives, report to Congress, and inquiries.
  • Interfacing with congressional members, their staff, and committee staff.

Requirements

Requirements:

  • High-level subject matter expert who has demonstrated industry or knowledge area expertise required for congressional affairs and communication.
  • Applicants must have at least eight (8) years’ experience Developing statements, requests for information, reports, and/or other products suitable for congressional engagement.
  • Must be a US Citizen with a Department of Defense (DoD) SECRET clearance.
  • Ability to interface with senior levels of management.
  • Have excellent oral and written communication skills.

Salary Range: $120,000-$140,000 commensurate with experience, education, etc.
