We are seeking applicants with strong quantitative analysis skills and GIS expertise who are excited about the interdisciplinary and dynamic nature of our work. Under the direction of the Business Strategy Manager and in collaboration with subject matter experts, you will design, create, share, and maintain interactive maps and other data visualizations for internal and external stakeholders.

JOB SUMMARY

Performs professional planning and GIS analysis to support planning efforts and data analysis as well as maintain GIS data for the Department of Regional Development.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Urban Ecology, Urban Planning, Geography or Geographic Information Systems (GIS), plus one (1) year of related GIS experience; or an equivalent combination of related education and experience.

Must possess a valid Utah Driver’s License at the time of hire.

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS
  • Applies established GIS technology principles, methods, procedures and tools to the completion of well-defined GIS functions and projects.
  • Maintains the accuracy and quality of GIS database information, developing cartographic products, data analysis and visualization to support the County or departmental functions, processes and analytical requirements.
  • Creates web maps using predefined tools and templates in GIS software.
  • Meets with customers and supervisors to define data needs and requirements especially for transportation project development purposes in order to ensure work products meet business needs at the customer, community, and service area, regional or County-wide level.
  • Maintains and updates geospatial databases; extracts, cleans, adjusts and converts data and information from non-GIS systems into GIS formats; converts addresses into GIS formats using geocoding routines. Specifically, responsible for maintaining GIS data related to funding received by the Transportation and Planning Division as well as the County funding of the Active Transportation Improvement Plan (ATIP) and Bikeways Map produced in conjunction with Salt Lake City.
  • Assists in the design, development, testing and implementation of GIS applications to meet customer needs and enterprise requirements.
  • Works closely with Department Communication Manager on presentations and visual aids.
  • Reviews data requirements; develops and maintains appropriate datasets for purpose of analysis; maintains quality control on large scale datasets; load and updates data in GIS data repository.
  • Formats and generates a variety of GIS products including standard and custom maps and map series, standard map templates, GIS data, graphics, tables and reports; performs data searches and retrievals.
  • Establishes map area and develops symbology, including thematic and category symbols; uses cartographic and design principles to include legends, insets and reference information.
  • Overlays maps over aerial imagery to produce custom products and verify and correct geospatial data. Specifically, works with jurisdiction GIS staff on active transportation infrastructure GIS files as well as collect GIS data from individual jurisdictions for Countywide active transportation reference map.
  • Researches and corrects problems with data using spatial and logical analyses; researches and verifies legal descriptions and boundaries; uses scripts, queries and other tools to obtain and/or correct missing or incorrect spatial and attribute data.
  • Researches and validates the accuracy of data; coordinates the resolution of database problems with others; works with other agencies to import/export multiple data layers using sound change control procedures.
  • Uses software and tools to integrate multiple databases from a variety of sources, including aerial photography, for analytical purposes.
  • Works to expand the application of GIS tools for analysis and visualization purposes among the divisions in the Department of Regional Development.
  • Assist in planning efforts for transportation, land-use, housing and economic development including creation of maps.
  • Assist with the organization and implementation of public open houses, workshops, tabling and meetings to support planning efforts and outreach as well as gather input.
  • Provide assistance to staff support for corridor preservation, Salt Lake County Active Transportation Committee (SLCBAC), County Transportation Advisory Board and other transportation related committee(s).
  • Attend assigned meetings for conference preparation purposes (UDOT Annual Pedestrian Summit) and participate in GIS user groups to maintain and increase knowledge.
  • From time to time, complete required research for project planning, design and/or implementation.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

Knowledge of:

  • Familiarity with land use/transportation concepts including general plan and transportation master plan concepts
  • Knowledge of geographic data analysis techniques
  • Knowledge of census and other demographic data products

Skills and Abilities to:

  • Working knowledge of ESRI GIS, Arc GIS Pro, Business Analyst, Arc GIS online
  • Working knowledge of MS Office Suite (with focus on Word and Excel)
  • Working knowledge of Adobe Creative Suite (with focus on InDesign)
  • Ability to develop effective working relationships with internal staff as well as representatives of local, state, and federal offices, elected and appointed officials, agency staff, and the general public.
  • Communicate effectively both verbally and in writing
  • Solve complex problems
  • Facilitate projects and meetings as assigned
  • Analyze business and technical processes and determine ways of making them more efficient
