Talent Acquisition Proposal Lead

Responsibilities:

Noblis seeks a highly motivated Talent Acquisition Proposal Lead to drive capture and proposal recruiting efforts for Noblis. Reporting to the Director of Talent Acquisition, this role will partner with business development and capture teams along with mission area TA managers to support the explosive growth of our business.

Responsibilities
  • Lead the talent acquisition proposal program, incorporating industry best practice seeking continuous improvement.
  • Build and maintain relationships with business development and capture teams to qualify needs, establishing priorities and timelines for new business pursuits and recompetes.
  • Participate in weekly bid/no-bid meetings providing industry and staffing market intelligence.
  • Partner with managers to build staffing matrices for high volume proposals.
  • Partner with mission area TA leadership on allocation of requisitions across the team.
  • Provide full life cycle talent acquisition support for proposal and pre-award staffing requirements across Noblis.
  • Fill key personnel, strategic and incumbent hires for proposal submissions.
  • Identify and communicate challenges/risks related to staffing, offering innovative solutions.
  • Provide data accuracy and integrity, and report on all proposal recruiting metrics.
  • Seek opportunities to enhance diversity in hires through STEM programs, diversity events, etc.
  • Consistently seek opportunities to enhance the candidate experience.

Required Qualifications:

  • Bachelor's Degree
  • 8 years of related work experience as a recruiter in government contracting
  • Understanding of the government proposal process including IDIQ and task order-based efforts as well as LOI/LOCs
  • Experience staffing large programs with 100+ employees

Desired Qualifications:

  • Experience with applicant tracking systems (iCIMS preferred) and resume databases
  • Understanding of OFCCP and other labor legislation
  • Strong networking and sourcing capabilities
  • Ability to drive strategy, influence others and build strong relationships with internal/external stakeholders
  • Experience working multiple portfolios across the federal government to include Defense, Civil, and Intel
  • Ability to deliver under tight deadlines
  • Strong verbal and written communication skills
  • Working knowledge and experience with MS Word, Excel, PowerPoint and TEAMS
  • Ability to travel for career events

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws.

The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

Posted Salary Range: USD $81,900.00 - USD $127,950.00 /Yr.
