Contract Specialist (0031)

OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opportunity for an Acquisition Professional with at least three (3) years of Contract Specialist (or) Contracting and Procurement (1102) experience to support a broad range of administrative contract closeout activities.

Experience supporting a federal agency acquisition office as a federal government employee, a contractor, or a combination of both is highly preferred. Will need to be at the client site in Washington, D.C. one day a week.

Specific responsibilities will include but are not limited to:

  • Performing closeout activities including auditing contract activity, obtaining concurrences, researching contract files, reconciling invoices, and reviewing technical documentation
  • Preparing contract modifications for Administrative Contracting Officer approval, entering information into procurement systems, uploading supporting documents
  • Collaborating with stakeholders and presenting complex information

Requirements

Qualifications
  • At least three (3) years of full-spectrum, “cradle-to-grave”, federal contract experience that includes:
  • Pre-award experience preferred
  • Post-award experience preferred
  • Closeout experience required
  • Bachelors Degree in Business or Finance
  • FAC-C or DAWIA certification
  • Proficiency in using software tools for document creation, collaboration, and formatting, such as MS Word, Excel, PowerPoint, Teams, SharePoint, and Adobe Acrobat
  • Working knowledge of PRISM, FPDS-NG, and Contractor Performance Assessment Review System (CPARS)
  • Experience with DOJ financial and procurement systems as well as acquisition documentation, policies, and standard operating procedures is highly preferred
  • Must be a US Citizen
  • Must be able to obtain and retain a Public Trust clearance; the security screening process may involve a credit, fingerprint, and law enforcement agency check.
