Job Summary:

Artemis is seeking a Program Analyst to support a business advisory support contract for the Veterans Benefits Administration (VBA) Medical Disability Examination Office (MDOE). To be successful in this role, this individual must have experience supporting a strategic planning program for a Government agency or large-scale private organization.
The Program Analyst must be able to create products and support project execution to ensure the client’s mission and goals are met on time and within budget. To be successful, the Program Analyst must be a problem-solver, work on tight deadlines, manage multiple tasks simultaneously and pay close attention to details.

Candidates must also have strong customer interaction skills and a deep understanding of program management and change management best practices.

The ideal candidate is a self-starter, proactive problem-solver and action-oriented team player with previous experience supporting diversity, equity and inclusion projects. He/she must be committed to providing superior service, poised in a fast-paced environment and have a positive and flexible attitude.

This is a contingent role, pending contract award.

Primary Responsibilities:

  • Plan, manage, execute and close out projects in support of the client’s mission.
  • Support development and maintenance of a comprehensive Project Management Plan, Risk Management Plan, Integrated Master Schedule and other traditional project management documents and reports.
  • Attend meetings and develop meeting minutes for dissemination to client stakeholders.
  • Support project health meetings, produce status reports, and develop executive briefings.
  • Help plan and facilitate stakeholder meetings and focus groups.
  • Support use of collaboration tools across project activities.
  • Create meeting agendas and other strategic planning documents.
  • Ensure all project tasks are completed on time, on budget and within scope of the contract.
  • Review products developed by the team to ensure they meet client and contractual quality requirements.
  • Identify and resolve risks and conflicts quickly and effectively.
  • Gather, analyze, fact check and interpret data from various sources.
  • Plan, generate and deliver client-ready materials for stakeholders, including client leadership.
  • Support other duties and assignments.

Minimum Qualifications:

  • 2 years of related experience, preferably in a government or corporate setting.
  • Bachelor's Degree in a related field.
  • Experience supporting change management and strategic planning projects within the federal government.
  • Experience managing a multiple workstream program for a Government Agency or large-scale private organization.
  • Demonstrated experience with industry-leading project management and collaboration tools.
  • Strong problem-solving skills and the ability to think critically.
  • Ability to collaborate with a variety of team members on different tasks.
  • Ability to manage competing deadlines.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.

Client Information:

The Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) Medical Disability Examination Office (MDEO) was established in 2016 to provide oversight for the disability contract examinations supporting Veterans’ benefits determinations.

MDEO operates within VBA’s mission of serving as a leading advocate for Servicemembers, Veterans, their families, and survivors. MDEO currently manages six regions/districts, which support distinct populations of Veterans based on geographical areas or special mission, to include the continental United States, Pre-Discharge/Integrated Disability Evaluation System (IDES) (military discharge sites) and foreign locations.

MDEO currently administers millions of contract exams and medical disability benefit questionnaires (DBQs) and oversees multiple medical disability examination (MDE) vendors and program modernization efforts to enhance the Veteran experience.

Additionally, MDEO is currently working on a multi-year strategic roadmap to modernize the end-to-end disability exam lifecycle with a focus on people, process, data, and technology.
