Responsibilities and Duties
OCT is looking for a Program Analyst (Aircraft Carrier Warfare Systems) to support the OPNAV N98 Maritime and Carrier branches within OPNAV N98 and will interact with external entities to gather information that is of concern to OPNAV N98 portfolios.This position is contingent on contract award.
Day to day responsibilities include, but are not limited to:
Responsibilities and Duties:
- Supports Aircraft Carrier Branch Requirements Officers in analyzing current and future Aircraft Carrier requirements related to Warfare Systems (combat, weapons, navigation, and C5I systems).
- Applies experience to provide research and assist in aircraft carrier-related requirements definition and documentation.
- Provide analytical support for policies that align Aircraft Carrier requirements, programs and resources, especially Warfare Systems funded by another resource sponsor.
- Assist with the development of Flag and SES-level presentations, to include crafting defensible strategies and considering alternative solutions for aircraft carrier warfare/combat System requirements and programmatic structure.
- Assists requirements officers in developing briefings, presentations, point papers and correspondence related to aircraft carrier warfare system requirements or the systems that are installed or embarked in aircraft carriers.
- Assist in the development of core program documentation including Concept of Operations, Joint Capabilities Integration and Development System (JCIDS) Documents, force structure, and Key Performance Parameter (KPP) documentation, Test and Evaluation Master Plans (TEMP), Capabilities Based Assessments (CBA), Initial Capabilities Documents (ICD), and Analysis of Alternatives (AoA).
- Verify, validate, assess, and assist in the prioritization of acceptable warfighting risk during the Program Requirements Review (PRR)/POM.
- In response to Congressional, Media, or SECNAV and OPNAV staff requests, write or edit shell documents for Government review and approval: Requests for Information (RFI); Questions for the Record (QFR); appeals; and reclamas on technical, operational, and programmatic and budgetary issues related to aircraft carriers.
- Assist the requirements officers in the technical writing of Congressional responses regarding platform issues or funding contained in the Presidents Budget Submission.
- Program Budget Information System (PBIS): support the requirements officers by monitoring changes to the Program Element lines of the multiple types of congressional appropriations across the full range of resource sponsors who fund aircraft carrier warfare systems.
Requirements
Qualifications and Skills:
- Minimum of 5 years experience in both aircraft carrier and carrier air wing operations, as well as resource/requirements experience on the OPNAV staff.
- Strong knowledge and understanding of the PPBE process, demonstrated by having one of the following:
- OPNAV or equivalent PPBE training certificate
- Actual working experience within the PPBE process within the last 2 years
- Actual working experience with Program Objective Memorandum (POM) development, issue generation, or Program Reviews, at Echelon II or higher within the last 2 years
- Knowledge and understanding of the JCIDS process, demonstrated by having one of the following:
- DAU CLR101 and RQM110 JCIDS training certificates
- Actual work experience with the development of JCIDS documentation within the last 2 years
- Knowledge and understanding of the Program Budget Information System (PBIS), demonstrated by having one of the following:
- Financial Management and Budget (FMB), OPNAV or equivalent PBIS training certificate
- Actual work experience with PBIS within the last 2 years
- Work experience with the development of high-level briefs, instructions and policy memos.
- Must be a US Citizen.
- Must posses an active and current DoD Secret Clearance (or higher).

Salary Range: $100,000-150,000 yearly commensurate with experience, education, etc.
