Senior Safe House - Program Director
Overview:
WHO WE ARE: Established locally in 1911, Volunteers of America Northern California & Northern Nevada (VOA NCNN) is one of the region's largest providers of social services. Our professional staff operates more than 40 locally managed and delivered programs.Services include food and shelter, counseling, independent living and parenting skills, substance abuse treatment and rehabilitation, and job training. Currently, VOA NCNN provides shelter or housing to over 3,500 men, women, and children every night.

PROGRAM AND LOCATION: VOA is recruiting for a Program Director at the Senior Safe House. The Sacramento Senior Safe House serves as a safe, comfortable, and confidential refuge for abused and neglected seniors. Working with a host of referring agencies, the program provides 30 days of shelter for up to 6 seniors age 62 or older.The Senior Safe House features six private, well-appointed bedrooms, three nutritious meals and snacks daily, 24-hour staffing with daily volunteer support and community resources to get the seniors into a permanent, safe situation.
Responsibilities:
POSITION SUMMARY:
The Program Director is responsible for overseeing and managing all aspects of the Senior Safe House which is designed to shelter adults aged 60 or older who cannot stay in their own homes for health or safety reasons. The Program Director is responsible for the delivery of wrap-around services to clients, supervision, and development of staff, and maintaining compliance with contracts, relevant regulations, and best practices.Prepares monthly, quarterly and outcome reports according to Sacramento County contract guidelines; Actively participates in meetings and events pertaining to the Executive Management Team, County, and other community organizations.
OBJECTIVES/ACTIVITIES:
A. Responsible for managing financial and contractual aspects of the program services.- Ensure and coordinate all day-to-day operations are conducted and led in a safe and non-judgmental manner in support of VOA’s mission, vision, and values.
- Responsible for ensuring contract compliance with all funders including data collection and reporting in HMIS, Credible or other data systems, participating in meetings, and responding to requests for information.
- Point of contact and liaison for partner agencies, funders, and local neighborhood.
- Oversee the client intake and assessment process, the provision of safety and housing-focused case management services, coordination with other service providers toward the goal of housing stabilization, and arrangements to assist clients with exit planning upon leaving the shelter.
- Assist the Chief Operations Officer in developing and monitoring the annual budget.
- Participate in developing community relations and maintain a positive image of the program.
- Ensure continuous and ongoing evaluation of services, programming, client’s progress, staff skills, and related documents and procedures.
- Perform other reasonably related duties as assigned by the Chief Operations Officer.
- Support the management of all property maintenance, security, and safety concerns that arise daily at the program sites.
- Coordinate client placement referrals to determine the appropriateness of program placements.
- Respond to complaints from contracting agents, clients, property neighbors
- Ensure accountability and inventory of program equipment and supplies.
- Provide crisis management and respond to all client grievances.
- Provide 24-hour on-call emergency assistance to clients and staff as necessary.
- Develop daily, weekly, and monthly staffing schedules to accomplish program objectives.
- Maintain and complete employee timekeeping records in ADP. Review and approve employee timesheets.
- Responsible for staff scheduling including but not limited to, maintaining employee time-off requests and records, ensuring timesheets are submitted timely and accurately.
- Complete employee performance evaluations annually.
- Assist in responding to personnel complaints and provide technical expertise to handle exceptions to standard policy.
- Help identify resources necessary to attain performance standards.
- Assist with daily workloads and provide backup shift coverage, if necessary.
- Participate in the interviewing and selection of qualified employees.
- Help establish goals and objectives for staff and evaluate achievements of set goals.
- Facilitate department orientation and training for new employees to assure quality work and employee engagement, taking corrective action as necessary.
- Identify appropriate ongoing training for existing staff.
- Conduct ongoing performance reviews and recommend salary adjustments for staff, when appropriate.
- Work with the Chief Operations Officer to provide corrective action for employee performance improvement when necessary.
- Maintain an above-average working knowledge of fire, safety, and health standards to ensure a safe work environment for all personnel.
- Continually learn and enhance technical and interpersonal skills.
- Attend all mandatory training as assigned.
- Attend all Program Director meetings.
- Attend internal and external management team meetings.
- Inform the Chief Operations Officer of potential workflow problems, allowing management to assist with workflow needs to meet program objectives and project future staffing needs.
- Communicate new and established procedures and company policies to the staff and ensure proper implementation.
- Serve as part of the organization management team by providing information and support for developing quality operations.
- Maintain professional working relationships with other members of management.
Qualifications:
EQUIVALENT EDUCATION AND EXPERIENCE:
A Bachelor’s Degree in social services or a related field is required. Five years of employee supervision experience is required. A combination of education and experience will be considered. Experience with issues and challenges unique to seniors, low-income, and homelessness is preferred.This position requires demonstrated ability in record keeping, good written and verbal communication skills, and knowledge of problems unique to the senior homeless population. Must be able to utilize a range of interventions to work with clients with varying needs and levels of functioning.
This position requires CPR and First Aid training within ninety (90) days of employment date and re-certification as necessary. A valid California Driver’s License and the ability to meet the organization’s insurance carrier guidelines are required.
