Overview:

Under general supervision, responsible for managing a variety of service and supply contracts, approving invoice payments for existing accounts, enforcing contract terms and conditions, establishing new contracts, developing scopes of work, and processing contract amendments.

Confers with project managers to evaluate vendor performance and determine and implement changes to contractual terms. Resolves highly complex contract performance issues.

This is an exempt position in Salary Range 205: Min $95,176 - Mid $114,212 - Max $133,247 annually. The starting salary will be within this range based on qualifications.

  • Evaluates bids, proposals, and quotations; conducts cost and price analysis; participates in evaluation committee meetings and conducts vendor interviews; determines consultant/contractor recommendations.
  • Drafts contract scopes of work, exercises contract options, manages price summaries, determines initial contract years and option years.
  • Performs drug and alcohol compliance reviews of named contractors. Record findings and file the proper documents to ensure compliance is met.
  • Prepares complex contract amendments, revisions, terminations, and close-outs. Negotiates settlement of contract disputes.
Customer & External Focus: Markets his/her workgroup effectively and influences others in the organization.
  • Communicates effectively, both orally and in writing, with all levels of management and staff.
Solves Problems & Analyzes Issues: Has and applies problem analysis and problem-solving skills on a technical and interpersonal level.
  • Ensures contracts protect the interests of the Agency and upholds policies and procedures. Develops an understanding of internal customers’ budgeting needs and procedures; provides procurement strategies for all major projects; reviews requisitions for funding availability and account code accuracy.
  • Oversees contractors to ensure contract compliance and conformance to applicable laws and OCTA policies. Develops and maintains contract tracking databases related to contract terms, expenditures, burn rates, and forecasting.
  • Conducts research, including Buy America requirements, and makes recommendations for the procurement of non-revenue vehicles and prepares vehicle acceptance procedures and guidelines. Writes contracts and scopes of work.
Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.
  • Establishes and maintains effective working relationships.
  • Collaborates with Contract and Materials Management (CAMM) staff in developing, establishing and amending contacts

Qualifications:

Any combination of education and experience equivalent to a bachelor's degree in business administration, finance, transportation, or related field with a minimum of five years professional administrative or analytical experience in the development and administration of contracts.

Vehicle or facilities maintenance experience is preferred.
