In Massachusetts, over 98% of people have access to broadband, ranking 5th in the U.S. However, there is still mission-critical work to be done to close remaining gaps, address affordability, and expand access to internet-connected devices and digital literacy training.MBI will lead the state’s broadband and digital equity investment strategy.
MBI is seeking a highly motivated, mission-oriented Program Manager, Operations to join our team! The Program Manager, Operations, will have the opportunity to lead innovative projects that make a difference in people's lives. This position is responsible for overseeing the entire project lifecycle, from initial planning to successful implementation, ensuring that projects are delivered on time and to the highest quality standard.

RESPONSIBILITIES:
- Develop and manage program operations process and protocols for the MBI team, set long- and short-term project goals, milestones and deadlines.
- Understand and map the grant program lifecycle, including planning and allocating resources, preparing and monitoring budgets and reports, reviewing invoices, tracking progress, managing compliance and keeping stakeholders informed.
- Create and maintain project work plans, timelines, follow-up items and deliverables.
- Communicate with team members to keep all informed about project progress and next steps as well as challenges and barriers.
- Facilitate meetings and coordinate project-related activities across the MBI team and Mass Tech Divisions.
- Provide recommendations to senior MBI management on the delegation of project tasks to team members best positioned to complete them.
- Serve as MBI key point of contact for program operations and grants administration.
- Build strong, productive relationships across the MBI Team and Mass Tech Divisions.
- Ensure project deliverables are of high quality, and in compliance with contract requirements.
- Conduct post-project evaluations to identify areas for improvement and document lessons learned for future projects.
- Manage reporting and metric tracking for the entire MBI portfolio and deliver comprehensive bi-weekly updates and quarterly reports for the MassTech Executive Team, as well as semi-annual and annual reports for EOED to report to Federal agencies. (MassTech Pipeline Updates, Carolyn’s Quarterly status reports, BEAD Semi-Annual reporting).
- Facilitate event coordination, including management of logistics, budgets, and external stakeholders to achieve organizational objectives. (Event planning and coordination for events like MBI’s Digital Inclusion Week Celebration, managing logistics to send team members to national conferences like NDIA’s Net Inclusion, and supporting PMs on planning and facilitating events related to program activities).
- Streamline operational processes, including the procurement of new tools, refinement of existing tools, and management of vendors when applicable. (Established new grants management software for MBI team from concept to implementation).
- Provide strategic insight and guidance to project managers and MBI leadership on program activities and best practices while identifying opportunities for improvement to ensure successful execution of programs across the MBI portfolio. (Heavily supporting the BEAD program as well as playing an advisory role on many other MBI programs when it comes to operational best practices and assisting PMs in adhering to all MassTech procedures).
- Liaise with MassTech Finance, Legal, IT, Chief of Staff, and Strategic Investment and Business Operations functions to influence MassTech standard operating procedures and bring enterprise-level processes and tools to MBI (MassTech Pipeline Updates, working with MBI Leadership and PMs on how to effectively implement new SOP for Program Development Kick-Off meetings, leading Weekly Finance meetings, collaborating with Kevin/IT on new software and IT roadmap).
- Lead and manage division-wide operations projects to improve MBI workflows, governance, and resource utilization. Examples include enhancements to how MBI plans for and manages procurements, awards, contracts, and any agreement amendments. (MassTech Pipeline Updates, establishing scope and workplan for contract close project/ supporting Matthew, suggesting to leadership enhancements for procurement pipeline creation/ tracking).
- Provide technical assistance, as well as development opportunities, to all MBI staff to improve understanding of processes, tools, and governance; directly mentor Project Coordinator of Operations
Requirements
Education- Bachelor’s Degree required.
- Three+ years of progressive work experience in project management.
- Industry certification(s); subject matter expertise with telecom, broadband or public administration; or experience with grant administration and management are a plus.
