Overview:

Seeking a Program Management Operations Analyst to provide operations and acquisition support to military, federal, and contractor team at a U.S. Army O5 level Product Management office for activities related to development of Software and Defense Business Systems and associated IT solutions.
The successful candidate is comfortable interacting with key leadership, is articulate and proactive, and adept at managing operations associated functions, implementing procedures to enhance workplace efficiency, and monitoring and informing leadership on critical activities across all functionalities of the program.

The Program Operations analyst works in a fast-paced environment to prioritize and complete assigned tasks with minimal guidance, seeking guidance and clarification as required.

Work location is client site, Fort Belvoir, VA. Partial telework is acceptable under client guidance.

Responsibilities:

  • Assist in management of daily operations for an O5 Product Management office, lead and prioritize the activities of the operations team members.
  • Establish relationships with division chiefs, the Army Data and Analytics Program (ARDAP) staff, as well as key stakeholders to gain understanding of program status and identify support needed from Army Data Platform (ADP) or ARDAP staff.
  • Serve as an Action Officer for product team related tasks requested by ARDAP, higher headquarters and external organizations, consolidate input, adjudicate comments, and finalize formal O5 level responses.
  • With minimal oversite, manage taskers (due outs) through completion, track status in the Enterprise Task Management Software Solution (ETMS2) and/or SharePoint, ensuring timely completion of tasks by subordinate elements and to higher headquarters. Engage with program leadership, primary staff and action officers to complete taskers.
  • Leverage experience with the Department of Defense and / or Army acquisition life cycle management process from program development to support acquisition activities.
  • Assist Government representative(s) in responding to Congressional, DoD, Army and other Government agency inquiries.
  • Support implementation of agile practices throughout ADP.
  • Manage external communications with vendors interested in potential partnerships with the Product Management Office.
  • Participate in weekly status meetings for dissemination of information, suspense tracking, or other action items at ADP and ARDAP levels.
  • Provide event coordination and Protocol Support for all official ADP functions (Charter Ceremonies, Promotions, and Retirements) or organizational activities.
  • Participate in calendar reviews and synchronize program management division activities within the Product office portfolio to ensure the ADP leaders are informed and prepared.
  • Assist in organizing, formatting, typing, proofreading, and editing briefings, reports, and manuals, and standard operating procedures (SOPs).
  • Create, organize, and edit PowerPoint briefings related to the Product Management Office.
  • Coordinate, staff, and track formal interface agreements/documents to include obtaining intermediate reviews and approval signatures
  • Monitor knowledge management processes and activities to ensure O5 Product Management Office information is maintained and is accessible to stakeholders.

Qualifications:

Required Qualifications
  • Bachelor’s degree
  • Two (2) to Five (5) years’ experience working for/within Army and/or DoD organizations either as military personnel, government civilian, or as a contractor.
  • Excellent communication skills, both verbal and written, excellent organizational skills, the ability to establish and maintain working relationships with internal and external stakeholders, must have the ability to work independently and take a proactive role.
  • Experience and proficiency with MS Office Suite (Excel, Outlook, PowerPoint, Project, Word), SharePoint, MS Teams
  • Must possess and maintain a Secret Security Clearance or above.
Desired Qualifications
  • Project Management Professional (PMP) certification
  • Familiarity with business processes and process improvement concepts
  • Experience with SharePoint (Admin / Content Owner) and ETMS2
  • Experience or certifications in Agile and associated tools
