Upon successful completion of required service and acquisition of registration, incumbents of this class may compete for positions in the higher class of Registered Environmental Health Specialist.

The POSITION

Under general supervision to assist the Department in its implementation of 20 different regulatory or service programs including but not limited to Recreation (pools and spas), Vector Control, Hazardous Materials, Household Hazardous Waste, and several components of the Food Protection Program such as the vehicle and special events unit.

This position will assist in all aspects of these programs to the extent that other forms of professional registration are not required or specialized skills inherent to the Technician or Specialist positions are not essential.

DISTINGUISHING FEATURES

The Environmental Health Technician class is located in the Department of Environmental Health. This position is responsible for assisting registered professionals or nonregistered professionals in the performance of their duties. This class differs from the Environmental Health Specialist or Hazardous Materials Specialist in that these classifications are responsible for conducting food protection site inspections and hazardous waste field investigations and possessing special knowledge of proper interpretation of relevant Health and Safety Code and State Regulations.

The higher classifications are frequently called upon to act independently and make decisions under difficult conditions.

EXAMPLE OF DUTIES

NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

  1. Writes correspondence, fills out forms, develops reports, and maintains integrity and accuracy of program records, data management and facility permits as assigned.
  2. Assists the Specialists by completing relevant forms for each specialized program such as proper handling, transportation and disposal of hazardous waste forms for Household Hazardous Waste.
  3. Uses computer for entry and retrieval of information pertaining to the operation of the facility.
  4. Adheres to fundamental Federal, State and local laws as defined by the Specialists for program(s) such as household hazardous waste, food and recreation.
  5. Under direction, uses and maintains office and field equipment particular to the program assigned to; assist in the ordering and maintaining of supplies including equipment forms, safety wear, vehicles and disaster preparedness supplies.

When Assigned to Household Hazardous Waste:

  1. Receives household and Conditionally Exempt Small Quantity Generator hazardous waste from the public.
  2. Segregates and packages hazardous materials and waste including sharps by methods compatible with chemical characteristics and applicable laws.
  3. Assists in the mobile collection of household hazardous waste for the elderly and disabled.
  4. Characterizes unknowns by use of hazardous material techniques.
  5. Directs traffic greets public, answers questions, provides instruction on use of facility services.
  6. Responds to spills or release of hazardous materials at the facilities.
  7. Participates in all maintenance work related to keeping the facility in good working order.

ENVIRONMENTAL HEALTH TECHNICIAN

MINIMUM QUALIFICATIONS

Education:

Possession of Associate Science (AS) degree in environmental or Earth sciences, including but not limited to chemistry, industrial hygiene, toxicology and hazardous materials management, geology, public health, engineering, or food science.

Experience:

Minimum of three years of full-time experience in the field of environmental health or hazardous materials or vector control or other life or earth science.

OR

Education:

Possession of a Bachelors degree from an accredited college or university with a major in industrial hygiene, environmental health science, physical science, engineering science or a related earth or life science.
