Definition

This is entrance level professional fiscal analysis, funds control, and fiscal reporting work.

An employee in this class assists in designing accounting and fiscal reporting systems and performs continuing accounts analysis and reporting on City-wide revenues and expenditures or on department or project revenues and expenditures in which the complexity and legal obligations imposed by City, state, and federal funding requires constant revenue and expenditure analysis and reporting.

Works under the supervision of a department or division manager. In all assignments, exercises professional judgment in designing and implementing accounting processes, distributing funds, analyzing revenues and expenditures, and preparing revenues and expenditures analysis reports on complex funds.

Characteristic Work

Assists in maintaining, analyzing, and reporting on all fiscal activities of City departments/divisions. Assists in distributing revenues and expenditures by funds and preparing reports as required by federal and state rules and regulations. Prepares requests for federal support of departmental programs and projects.
Prepares annual departmental/divisional budgets and monitors the maintenance of all fiscal records. May assist in the preparation of the City's comprehensive annual financial report, annual informational statement, and other published documents.
Performs complex revenue and expenditure cost analysis and funds control studies. Assists in phases of the fiscal analysis, funds control, and fiscal reporting for City projects such as, income tax capital improvements expenditures, payroll rotaries, interest calculations, and construction expenditures.

Participates in developing cost and overhead analysis and billing systems. Assists with various projects related to fiscal analysis and reporting. Establishes and maintains a variety of manual and computerized records and files. Performs related work as required.

Minimum Qualifications

Graduation from an accredited college or university with a baccalaureate degree and major course work in accounting or finance.

Knowledge of the principles and practices of municipal budgeting, finance, and funds administration. Knowledge of the use of modern office equipment and computers as it pertains to accounting and fiscal reporting work.

Ability to design accounting and fiscal reporting processes. Ability to perform and report on complex fiscal analysis. Ability to work with fiscal systems involving complex multiple-funding and legal obligations. Ability to establish and maintain effective working relationships with other persons.

Competitive Examination Process

This is a classified position.

The selection process will consist of a competitive examination with credit for education. A passing score must be obtained on the competitive examination in order to receive credit for education. TEST WEIGHTS: Competitive Examination 80%, Education 20%.

Candidates must meet the qualifications and requirements listed in the announcement at the time of examination and at the time of appointment.

Since this examination is posted on a combined basis, two separate eligibility lists will be generated with promotional candidates considered before open candidates.

NOTE: The competitive examination may be suspended if shown to be impractical because of an insufficient number of qualified candidates. The candidates will then be ranked in a standard manner based on 80% for qualifying and 20% for education.

RESIDENCY: Candidates who have been resident citizens within the corporate limits of the City of Akron for at least one year immediately prior to the examination and who continue to reside within the corporate limits of the City of Akron throughout the remainder of the selection process will have 5 points added to their passing grades.

VETERANS: A veteran of the Armed Forces of the United States, honorably discharged from active duty, desiring a bonus of 5 points added to his/her passing grade, must submit proof of discharge in the form of a DD-214 with application.
