Position Description:

USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises.

Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

The Civil-Military Program Specialist will support the work of the Bureau for Humanitarian Assistance (BHA) around the world by supporting the work of BHA’s Civil-Military Disaster Operations Division (CMD), which is responsible for acting as a liaison between USAID and the U.S. Department of Defense (DoD) and representing the humanitarian perspective and expertise in situations where coordination between BHA and the DoD is required.

The Civil-Military Program Specialist will be assigned to Washington, D.C., but must have worldwide availability to serve, if directed, on rotational assignments in support of BHA’s worldwide mandate. At any time, at the discretion of CMD leadership, the Civil-Military Program Specialist may be sent on temporary duty to a geographical location where the individual’s services are needed, including being assigned to work from a military installation or combatant commands (CCMDs).

This position is located in CMD within the Office of Field and Response Operations (FARO), and reports to the CMD Geographic Combatant Command (GEO) Team Lead, Deputy Team Lead, or their designee.

Position Type: Full-time (Hybrid - requires reporting to the office at least 3 days per week)

Starting Salary Range: $95,000 - $102,000 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education.

Clearance: Ability to obtain and maintain a Secret level clearance (US citizenship required).

Responsibilities:

  • Organize, attend, and take detailed notes at Washington- and combatant command (CCMD)-based team meetings and other internal meetings. Provide timely updates and input regarding activities in assigned region(s) during these meetings. Compile and distribute meeting notes and summaries to relevant stakeholders promptly.
  • Set up and participate in online and in-person meetings with USAID staff, including senior development advisors, mission staff, and CCMD and BHA personnel.
  • Conduct research on humanitarian principles and best practices for U.S. Department of Defense (DoD) operations, assist the CMD GEO Team in developing communication materials for DoD stakeholders, and inform planning and coordination efforts with BHA during humanitarian or disaster response scenarios.
  • Assist with facilitation of CMD’s Joint Humanitarian Operations Course (JHOC). Facilitation of the course may include scheduling, technology support, instructional support, and other activities to support the primary instructors and JHOC coordinators.
  • Support the coordination of workshops and/or exercises to prepare for humanitarian assistance and disaster relief efforts. You may be asked to participate and provide input during the exercise from a humanitarian assistance perspective.
  • Refer to relevant USAID policies, procedures, and practices to respond to issues; communicate these to internal colleagues and external partners, as appropriate.
  • As needed, support appropriate DoD training and exercises with subsequent reporting to CMD colleagues on activities, lessons learned, successes, and proposed future activities as a result of participation.
  • Working independently and in collaboration with internal colleagues, provide administrative support for CMD’s GEO Team to include knowledge management and filing within the team’s Google Drive.
  • Conduct proper handling of classified information and use classified information systems in accordance with proper policies and procedures for marking, handling, protecting and releasing of controlled unclassified and classified information and intelligence.
  • Read, review, analyze, write, and provide input on reports, memos, fact sheets, requests for information, and other pertinent information. May provide input into other team members’ work.
  • Daily use of technology collaboration tools, including Google Workspace, Adobe Acrobat, and Microsoft Office, as well as other IT systems.
  • May be requested to be on-call or serve as needed, on Washington-based Response Management Teams (RMTs), which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters. The duties on RMTs will vary.
  • May be requested to be on-call or serve on DARTs which may require immediate (within 24 hours) deployment overseas for an extended period of time. During deployment on DARTs (if requested), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). Work is primarily performed in an office setting. During deployment on DARTs (if requested), and during site visits, the work may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions.
  • May be requested to serve on temporary short-term assignments (“detail”) on other teams within the office or bureau to meet operational needs during staff shortages. Duties performed while on detail will be aligned with existing duties and responsibilities and will be directly related to the position’s scope of work.
  • Take mandatory training by USAID to meet federal and agency requirements. Training for job duties and additional USAID competencies is provided.
  • Supervisor will provide direction, guidance, and support with planning work, though you will be expected to use a moderate level of independent judgment, discretion, and personal responsibility.

Qualifications:

Minimum Qualifications
  • High School diploma and six (6) years of relevant work experience, OR Bachelor’s degree and two (2) years of relevant work experience, OR Master’s degree and zero (0) years of relevant work experience. (Experience must culminate in a set of responsibilities similar to those of this position.)
  • Ability to obtain and maintain a Secret level clearance (US citizenship required).
Preferred Education and Experience
  • High School diploma and eight (8) years of experience in Civ-Mil Coordination, DoD Humanitarian policies and procedures, United States Government inter-agency coordination, OR Bachelor’s degree and at least four (4) years of experience in Civ-Mil Coordination, DoD Humanitarian policies and procedures, or United States government interagency coordination, OR Master’s degree and at least two (2) years of experience in Civ-Mil Coordination, DoD Humanitarian policies and procedures, or United States Government inter-agency coordination.

Relevant degrees, or significant study in, areas that include but are not limited to International Relations, Conflict Resolution, Disaster Response, Public Policy/Coordination.
