Axient is seeking a Strategic Plans and Communications Specialist to support our customer in Arlington, Virginia.
What you will do...:
Duties will include, but are not limited to:
- Provide strategic planning and strategic communications services primarily to ARNG-AV leadership in developing strategies and programs to guide the synchronization, transformation, and overall management of the ARNG Aviation Enterprise at the national level.
- Create decision and informational presentations, position papers, and other documents to aid ARNG-AV in describing ARNG Aviation strategic issues, processes, and force posture to senior level leaders.
- Propose to government official the ARNG Aviation strategic communications plan for ARNG, NGB leadership, and the NGB Legislative Liaison team's approval to submit to Congress.
- Provide knowledge of the Army Aviation 2030, Large Scale Ground Combat Operations, LUH Force Update, Future Modernization Platforms. Be able to discuss and present in some form of communication media the process, history, assumptions, facts, limitations, analysis, and politics to allow ARNG leaders to articulate and defend the ARNG Director and the Chief of NGB's plan for long-term Aviation design and modernization.
- Create concepts for ARNG-AV approval to integrate the diverse aspects of manpower, equipment, organization, training, modernization, doctrine, funding, and political impacts into synchronized strategic policies, documents, and guidance.
- Analyze and plan resources for application and institutionalization of Sustainable Readiness and follow on readiness strategies for ARNG Aviation forces.
- Develop and recommend methods and plans to assess and transition the ARNG Aviation force from a State-based readiness and capabilities focus to an organizational-based readiness and capabilities focus so that ARNG Aviation can prepare and deploy relevant formations for combat operations, Strategic Partnership exercises, and domestic response.
- Conduct analysis, create plans, coordinate as required to provide products on ARNG Aviation issues to the Deputy and Primary Boards, Force Validation Committee, Force Validation Board and the Force Management Unit Review Board.
- Draft formal and informal General Officer and Senior Army leadership correspondence and replies to inquiries from other government agencies, Department of Defense activities and the Congress on current or emerging actions and efforts. Drafts are to be submitted and approved by ARNG-AV government official.

Minimum Requirements:
- Must possess an active and transferable DoD security clearance with current investigation. Must be able to maintain the required clearance.
- Bachelor's degree in related discipline with more than 15 years of relevant experience.
- Experience and knowledge of senior staff level processes including staff actions at the HQDA, NGB, and ARNG organizational level.
- Working knowledge of procedures related to aviation operations including fixed wing and rotary wing aircraft, Army Aviation 2028 planning, Future Force Design, Large Scale Ground Combat Operations, Generating Force Total Army Analysis (GFTAA}, Aviation Office of Professional Responsibility (QPR) Lakota Utility Helicopter Force Design Update, Future Modernization Platforms, Holistic Army Aviation Task Force (HAATF} report I recommendations as well as aviation force structure including personnel manning, and equipping.
- Knowledge of The Army Plan (TAP) and its subcomponents; the Army Strategic Planning Guidance (ASPG), the Army Planning Priorities Guidance (APPG), the Army Program Guidance Memorandum (APGM), and the Army Campaign Plan (APC).
- Knowledge in the relationship of joint and Army planning to include the Joint Strategic Planning Process (JSPS), planning and resourcing, and Joint Operations Planning. Contractor(s) must have knowledge of the Planning, Programming, Budgeting, and Execution Process (PPBE), resource management, force readiness, and Defense Support to Civil Authorities.
- Possess the skills required to translate DoD, Army, and ARNG strategies into actionable and measurable strategic plans that guide, synchronize, and monitor the ARNG Aviation Enterprise.
- Has Lieutenant Colonel level experience (or equivalent) and staff experience at the HQDA/ Army Service Component Command (ASCC) / Corps level (or equivalent) with direct knowledge related to military aviation operations.
