Title: HR Point of Contact
Civil Service Title: Assistant Personnel Technician

Reports To: Department Head, Community Services

Location: New Brunswick, NJ (primary) but will be required to travel to satellite locations within Middlesex County, as needed, to conduct interviews and attend meetings and events.

The Department of Community Services is seeking a dedicated, organized HR Point of Contact to serve as a communication link to the Office of Human Resources. The HR Point of Contact will serve as lead Human Resource staff for the Middlesex County Department of Community Services.

HR Point of Contacts play a key role, from creating a welcoming environment for new hires to maintaining and supporting employees and management.

Successful candidates must have proven experience in Human Resources with excellent communication and organizational skills and the ability to maintain confidentiality at all times.

Responsibilities:

Primary Functions include but are not limited to:

  • Serve as Dept. of Community Services’ liaison to County Human Resources Office;
  • Act as resource to Office Directors and Supervisors on HR related matters;
  • Process personnel actions in accordance with established procedures;
  • Maintain personnel records electronically;
  • Gather confidential information;
  • Review and comply with County procedures for personnel actions;
  • Coordinate recruiting efforts for various offices, including posting, sourcing, interviewing and hiring candidates;
  • Serve as liaison to labor unions and contribute to labor-related negotiations as appropriate;
  • Assist in policy and procedure development;
  • Provide information to staff in person, over the phone, via virtual meetings or email;
  • Travel to Community Services offices within Middlesex County, as needed;
  • Guide and Assist supervisors in disciplinary procedures and actions;
  • Complete employment verifications;
  • Assist in Health Benefits management and Payroll as requested;
  • Maintain record of employees’ Family, Medical, or Personal Leaves;
  • In collaboration with County Human Resources Office, manage Civil Service Certification list activity;
  • Other related duties as assigned.

Qualifications:

Qualifications
  • Bachelor’s Degree required; HR certification preferred
  • 5 years of post-college Human Resources Generalist experience
  • Experience supporting a senior manager and managing multiple projects and deadlines
  • Proven competence in Employee Relations
  • Technologically savvy, with an ability to learn software and systems quickly
  • Working knowledge of benefits, employee leave, and payroll administration
  • Ability to effectively interpret and communicate HR policies
  • Advanced MS Office skills including Word, Excel and PowerPoint
  • Excellent business writing skills
  • Exceptional organizational skills, attention to detail and judgment
  • Excellent interpersonal and communication skills
  • Flexible, proactive
  • Experience in maintaining confidential information with discretion
