Acquisition Analyst

This is a Journeyman Acquisition Analyst position that will provide support to a Program Office (PMA) at NAS Patuxent River, MD. Support will be hybrid/on-site at the PMA. This position supports a PMA Level II Integrated Product Team (IPT) and works with multiple Level III IPTLs for a UAS program in Lexington Park, MD.
Essential Duties and Responsibilities:
Duties include, but not limited to:
- Primary focus will be managing/tracking/and coordinating the financial execution for the supported IPT.
- Support development, status/updating, and execution of Spend Plans in the NAVAIR Common Spend Plan Tool (CSPT).
- Track, update, and monitor financial data using PMA Execution and Requirements spreadsheets, in coordination with IPT Analysts, and BFMs.
- Coordinate with PMA BFM team for funding requests/spend plan execution and maintain data bases to track associated information.
- Advise the IPT of current TOA allocation and management of TOA balance
- Brief spend plans/financial documents at funding reviews.
- Support response preparation for financial taskers and RFIs for IPT review.
- Coordinate with other analysts to ensure AMS tools are updated across the IPT.
- Provide recommendations to the IPT on types of funding required for specific actions.
- Support preparation of budget language for budget documents
- Ensure projects are fully funded prior to RFP release.
- Support BFM team for coordination with field activities' financial POCs for MIPR instructions and external contract awards for MIPRs.
- Support the entering of Program Initiation Document (PID) in Program Management Tool (PMT) to include PID Purchase Request (PR) Worksheets, Statement of Work, and Request for Proposal, Technical Evaluations and Funding Documents.
- Support Acquisition and Procurement planning, including Procurement Planning Conferences, Contracts meetings, and support the preparation of Procurement Planning Agreements, and development of execution plans and schedules to create Program Initiation Documents (PIDs).
- Support preparation of acquisition documentation and information (SOWs, CDRLs, cost estimates, Security forms, J&As, Sole Source documents Government Estimate (IGEs) and DD254 (Security Forms).
- Work with Integrated Product Team Lead (IPTL) and Contracts to ensure modifications and delivery orders are funded and executed in a timely manner.
- Work with IPTL, Analysts, and Contracts to ensure CLINs are established and exercised before funds are obligated. Identify and track program risks and mitigations.
- Support internal and external communications/responses for queries, data calls, drills, program briefs and other requests for information from internal and external Stakeholders.
- Apply analytic techniques in the evaluation of program/project objectives.
- Analyze requirements, status, budget, and schedules.
- Perform management, technical, or business case analyses.

Minimum Requirements
Knowledge and Skills
The required skills and knowledge include:
- Must be an excellent communicator.
- Proficient with Microsoft Office Suite.
- Experience with NAVAIR Acquisition Management System (AMS) – Procurement Management Tool (PMT), Contract Deliverable Requirements List tool (CDRL), and Common Spend Plan Tool (CSPT).
- Mid-level knowledge with NAVAIR, DoN, and DoD acquisition and requirements directives, policies, and procedures.
- Ability to create and manage team presentations provided to internal teams, prime contractors, and their subs, as well as senior acquisition and Department of the Navy leadership, as required.
The minimum years of related experience required:
- Three (3) plus years of NAVAIR business/acquisition related experience is required.
Education
The minimum level of education required is:
- Bachelor’s degree in a business-related discipline
- Substitution for a BS degree with a AS degree in a business-related discipline and a minimum of (7) seven years’ experience.
Desired Requirements
The desired skills, knowledge, and education include:
- Experience with DoD/DoN acquisition documentation to include: Requirements documents, Acquisition Plan/Strategy, Acquisition Program Baseline, Systems Engineering Plan, Program Life Cycle Cost Estimate, Environmental Plan, Risk Assessment, Clinger-Cohen Act Compliance, and Program Protection Plans.
- Experience with DoN/DoD Requirements Directives and Policies.
- Experience with the DoN Program Objective Memorandum (POM) planning process, and development of strategies, planning, issue sheet development, and briefs for IPT specific inputs.
Other Qualifications
Outside of the above, other certifications, licenses, or clearances include:
- Active Secret clearance is required.

Salary at MAG Aerospace is determined by various factors including but not limited to location, particular combination of education, knowledge, skills, competencies, and experience as well as contract-specific affordability and organizational requirements.
The projected compensation range for this position is $85000 to $105000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of MAG's total compensation package for employees.
