We are hiring a Sr. Advisory Process Analyst that is well versed in Six Sigma to support the Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) in achieving technical and program execution, process improvements, developing/re-engineering documentation, and implementation, metrics/reporting development and execution, and training support related to Engineering Support Requests (ESRs).
Your focus will be the facilitation and execution of ESR program execution and ESR process improvement efforts across the Command to enhance technical capabilities and ensure strategic alignment, required personnel, and availability to meet ESR demands per the DLA Engineering Support Performance Based and Agreement PBA and NSWC PHD ESR Standard Operating Procedure (SOP).
You will engage with senior government leaders, including team leads, Department Chief Logisticians, Division Supportability Integrators, Department Branch/Division managers, Command staff leadership, and Weapon System In-Service Engineering Agents (ISEAs)/Subject Matter Experts (SMEs).

Responsibilities:

  • Lead and facilitate Business Process Reengineering (BPR) and Rapid Improvement Events (RIEs) using Lean/Six Sigma methodologies, with a focus on improving ESR processes and metrics.
  • Provide support issue management for Defense Logistics Agency (DLA) 339 ESR cases/Navy Technical Referrals (TRs).
  • Update the PHD Master Equipment List to address disparities in Allowance Parts List (APL) sources and ensure accuracy and authority of data.
  • Support the development, review, and update SOPs, including adjustments based on RIE outcomes and improvements in the ESR process.
  • Assist with optimizing ESR metrics, data visualization, and integration of ESR metrics into 0PS Dashboards. Engage with leadership and other necessary Departments to discuss metrics and identify and configure metric reporting and business intelligence (BI) visualization tools.
  • Conduct due diligence and analysis for incoming ESRs/TRs by ensuring proper assignment to SMEs and maintaining case management in ESRS and/or MS Teams Planner.
  • Participate in high-level meetings, including Bi-Annual Engineering Support Working Group (ESWG) Meetings, In-Service Engineering Agent (ISEA) Drumbeat Meetings, and other key stakeholder engagements.
  • Provide familiarization training to Command users for ESRS v4.
  • Support effort to transition ESR Weapon System SMEs to ESRS v4.
  • Document and maintain ESR Best Practices, Lessons Learned, Business Rules, etc.
  • Support a culture of continuous learning and process improvement.

Education/Qualifications:

Required:

  • U.S. citizenship and active U.S. Dept. of Defense SECRET Clearance.
  • Bachelor’s degree (or equivalent experience) in Logistics, Supply Support, Engineering, Mathematics, or a related field.
  • 15+ years of experience supporting U.S. Department of Defense programs/projects.
  • Green Belt or Black Belt in Lean Six Sigma with demonstrated experience leading Business Process Reengineering (BPR) and Rapid Improvement Events (RIE).
  • Solid understanding of U.S. Dept. of Defense Systems Engineering process and Product Support elements.
  • Strong leadership, interpersonal, and decision-making skills, with the ability to engage effectively with senior leadership and stakeholders.
  • Experience in Lean-Agile methodologies.
  • Proficiency in project management with strong organizational skills to handle multiple projects and prioritize effectively.
  • Strong oral and written communication skills.
  • Experience with Microsoft Office Suite.

Preferred:

  • Technical writing expertise.
  • MS Excel skills, including data analysis and data mining capabilities.
  • Knowledge of U.S. Dept. of Defense and NAVSEA policies, processes, and procedures.
