Responsibilities As a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST, GS-0018-12, you will serve as the State, Territory, District of Columbia Safety and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State.
Performs or participates in mishap investigations to determine origins, causes, and contributing elements. Serves on Safety Investigation Boards (SIB), providing expert guidance and advice covering a broad range of Safety and Occupational Health (SOH) elements.
Initiate and carry out safety education activities based on organizational/industry trend analysis of hazards and mishaps. Review purchase, service, and construction contracts. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Safety Office AOC 2: NG employees in the Safety Office AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: OFFICER: O1-O5 WARRANT OFFICER: WO1-CW5 ENLISTED: E5-E9 Supervisor for this position is LTC Fisher *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.

SPECIALIZED EXPERIENCE: Application must indicate 36 months experience with safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations.
Experience with aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying.
Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION.

Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position.
In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period.
Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
