**POSITION SUMMARY**:The Director of Civic Innovation is responsible for enabling the Citys mission through programs that leverage strategic partnerships. The Director of Civic Innovation will pursue grants, formalize partnerships, and organize pilots to leverage external resources and to bring best practices or novel ideas to the City.

He or she will collaborate with other City departments, as well as external partners to strengthen the Citys capacity for the digital economy including lifelong learning, workforce development, and digital access.

The Director of Civic Innovation manages a diverse portfolio of work, including:

  • Smart City Portfolio and Pilots
  • City-University partnerships and grants
  • Digital Equity Programs and Coordination
  • Mobility Innovation and Equity (including Commuters Trust)
  • IT Workforce Development and Training (including Technology Resource Center Programming)
  • Misc. RandD items has delegated by the Chief Innovation Officer
The Director of Civic Innovation position is in the Citys Department of Innovation and Technology (IandT) and reports directly to IandTs Department Head, the Chief Innovation Officer. IandT is an award-winning, nationally recognized government technology team.

**ESSENTIAL DUTIES AND RESPONSIBILITIES:**
  • Organize and supervise digital empowerment and digital equity programs at the City.
  • Organize and supervise smart city planning, pilots, and projects.
  • Organize and supervise mobility innovation and equity work, including Commuters Trust
  • Coordinate grant writing efforts across City Departments and, when needed, personally staff and lead grant writing teams
  • Manage the programming and strategy of the Citys Technology Resource Center, a space and platform for technology upskilling and collaboration.
  • Operationalize new models and RandD models that speak to the Mayors and residents priorities
  • Work with the Citys CIO to track emerging technologies and solutions and develop strategies to govern them and potentially put them to use for South Bend residents
  • Ideate with university, start-up, and philanthropic partners to put their capacity in service to city problems
  • Partner with local schools, public libraries, and other organizations to improve access, skills, and capacity of our residents.
  • Supervise fellows and develop new talent

  • Bachelors Degree in Engineering, Science, Social Science, or Business, or related area of study; Masters in a related field of study is preferred. Significant professional experience will be considered in place of a degree.
  • Preferred four years of strategic partnerships, civic innovation, or related experience beyond coursework
  • Preferred experience in contract and vendor management
  • Preferred experience supervising employees, hiring, and building teams
  • Proficiency in grant writing
  • Proficiency in Microsoft Office Suite
  • Excellent written and verbal communication skills
  • An entrepreneurial, growth mindset
