The Internet Archive is a 501(c)(3) nonprofit digital library seeking a mission-driven Policy Counsel to develop and implement policy and advocacy strategies promoting access to knowledge and information, with a focus on copyright, digital ownership, open research, and other digital library issues.

This position is full time, based in the Washington D.C. area, and reports to the Senior Policy Counsel. The Policy Counsel will play a key role in developing and implementing Internet Archive’s government affairs and policy advocacy strategies in the U.S. and E.U., and in building relationships with policymakers and across the public interest field.

Key Responsibilities
  • Develop Internet Archive policy and advocacy strategy;
  • Build relationships with key policymakers in the U.S. at the federal, state and local levels, as well as in the E.U. as needed;
  • Build relationships across the library and public interest communities and work in coalitions with various stakeholder groups to develop priorities and strategies;
  • Research and draft responses to various government actions and inquiries on topics relevant to the Internet Archive;
  • Draft Internet Archive policy and advocacy materials; and
  • Represent the Internet Archive’s positions in the media, and at meetings, conferences and other relevant forums
Qualifications and Skills
  • A J.D. and licensed to practice law;
  • Five or more years of relevant policy‐related experience including with legislative efforts on technology or copyright policy;
  • A history of advocacy in the public interest is a plus;
  • Demonstrated ability to develop creative advocacy strategies, and build partnerships with a wide range of organizations and constituencies;
  • Experience working in coalition with a wide array of stakeholders;
  • Experience drafting legal and advocacy documents such as policy briefs and model legislation;
  • A demonstrated ability to communicate effectively with different audiences;
  • A willingness and ability to learn complex technological and legal issues quickly; and
  • Must be enthusiastic about, and motivated by, Internet Archive’s mission to provide Universal Access to All Knowledge
