Job Title: Associate Director, US Government Pricing

Location: Boston, MA (Hybrid)

The Associate Director US Government Pricing is responsible for all activities relating to the administration and processing of rebates, pricing submissions, certifications, and contractual agreements, applicable to the Medicare, Medicaid, Federal Supply Schedule, PHS/340B and Tricare Government programs.

Key Accountabilities
  • Achieve financial targets
  • M eet/exceed gross profit, gross margin, and net sales.
  • Accountable for State and Federal Government access and reimbursement contract forecasts, invoices, accruals, and validation through the budgeting and financial review process.
  • E nsure short and long-term financial targets are achieved and aligned with corporate goals. Responsible for monthly business planning and forecasting models.
  • Oversee Medicaid and other Government Program financials and reporting
  • Review Government invoices/chargebacks to ensure eligibility, proper discounts applied, etc.
  • Responsible for government price submissions and certifications (FSS, AMP, price transparency, etc.)
  • Own government rebate budget in the GTN process and assist in GTN modeling
  • Collaborate with Rx Leadership to align on market access and GTN assumptions for all forecasting cycles.
  • Assist access and reimbursement strategies and operations
  • Partner with the Rx Leadership Team, Global business unit, and cross-functional key stakeholders and assist in the development, modeling, execution, and measurement of Government access and reimbursement strategies
  • Manage Medicaid bidding and contracting activities
  • Serve as secretary on the U.S. 340B Committee
  • Lead and coach for performance
  • Responsible for working with and managing external vendors that support Government Price reporting (Model N, Deloitte, Apexus, etc.)
  • Coordinates workflow, processing, and approval with internal Galderma stakeholders and Third-Party Processor in accordance with health care regulations.
  • Manage communication
  • Define plans to ensure proactive communication on all aspects of Government contracting, reimbursement, price reporting, and contract terms/conditions. Includes, but is not limited to, monthly KPI reporting and qualitative assessment of the rebates/chargebacks, routine assessment of patient mix, and understanding impact of national healthcare regulations and policies, etc.
  • Other duties as assigned.
Minimum Education, Knowledge, Skills, and Abilities
  • Bachelor's degree from four-year College or University is required.
  • MBA, J.D., Ph.D., or other graduate degree is preferred.
  • Eight (8) or more years of commercial biotechnology and/or pharmaceutical experience with multi-functional experience (Access, Analytics, Finance, Government Pricing) required.
  • Five (5) or more years of proven success in Government Pricing.
  • In-depth knowledge of U.S. payer system, Medicare, and Medicaid is required.
  • Strong operational skills and financial acumen; demonstrated P&L proficiency, understanding of accounting and financial modeling
  • Extensive cross-functional experience required; proven track record of collaboration and coordination with key stake holders
  • Application of rigorous logic and methods to solve difficult problems with effective solutions and advantage creativity and ingenuity to develop solutions to complex problems.
  • Broad launch and lifecycle management experience; knowledge and experience in launching new products and product life cycle management.
  • Exceptional written/verbal communication skills; proven ability to document a business case and articulate rationale to a wide range of internal and external partners.
  • Comprehensive analytical/strategic thinking skills and decision-making; demonstrated ability to utilize data in fact based decision-making (data to insights, to action), providing solid business rationale, clear sense of structure, accountability, timelines and urgency.
  • Strong presentation skills and the ability to communicate effectively to all constituents, both internal and external.
  • Proficient in MS Office (especially Word, Excel, and PowerPoint), IQVIA, MMIT/Fingertip Formulary data, CMS portals, etc.
