The Role:

The ‘Project Manager, Landside’ will be responsible for managing the design and construction of various landside spaces in the new JFK Terminal 6. Landside scope includes all facilities and improvements outside of the terminal building and airside environment.

This position will be responsible for liaising with the broader JMP (JFK Millenium Partners) Project team, Design Builder, Port Authority of New York and New Jersey (PA), JMP Operations, Facilities, and other internal / external stakeholders on a regular and as needed basis.

Responsibilities:

Key Responsibilities:

  • Execution of all Landside related scope that generally includes; modifications to existing roadways, new roadways at grade, elevated roadway structures, pedestrian bridges, utilities and drainage work, lighting, taxi stand, modifications to the yellow and orange garage, intelligent traffic system, associated signage, and the management of traffic throughout construction to support Terminal 6 activation and ongoing operations at Terminal 5 and 7 throughout construction.
  • Review design packages to ensure the design is compliant with the Requirements and Provisions for Work, the DB Contract and Lease provisions, is constructable and coordinated with other project elements and is efficient to operate and maintain. Support Design Builder and respective Engineer or Architect of record in closing Port Authority design comments and reaching No Further Comments (“NFC”) on Landside TAA Design packages.
  • Review and comment on all submissions for Landside work including; RFIs, Drawings, Specifications, Shop Drawings or any other document before submission to the Port Authority, back to the Design Builder or other stakeholders. This review shall be a diligent check for completeness and coordination with other aspects of the Terminal 6 project scope and operational constraints.
  • Oversee the execution of the Landside work to ensure the work conforms with the approved TAA documents, Design Builder site rules, Port Authority TCAP Process and the Baseline Schedule.
  • Issuance of Landside changes including contemplated change orders and work orders as required. Review pricing and scope and negotiate the cost of the work as required to timely resolve and advance the work. Evaluate any schedule related claims with the Project Scheduler and report any changes that may impact the baseline schedule.
  • Track the cost, billing, budget allocations and forecast future costs for all Landside contemplated changes, approved change orders, JMP purchases, separate agreements in coordination with the Project Controller and Commercial Manager on a monthly basis or more frequently as the need arises.
  • Ensure the Design Builder, JMP Team and Landside Contractors complete all required quality testing, commissioning, and operational transition activities including; site wide clean-up, temporary and permanent fence relocations, demobilization and aircraft fit testing.
  • Track, with the assistance of the JMP Environmental Consultant, any Landside work that impact known or unknown soil or groundwater contamination. Track and take the necessary steps and actions required under the Lease to advance the work.
  • Deficiency inspections of Landside space and adjacencies; document defects and non-conforming work and assess the value of work to be corrected and assign to the responsible party.
  • Review any formal submission of temporary and final TAA and side work packages for the phased activation of Terminal 6 in accordance with the TCAPM manual, Lease and DB Agreement.
  • Contract administration, reporting and progress tracking of the work. Complete a daily/weekly report in Procore documenting progress by Landsides pace, damage, interface, coordination and logistics issues that impact the work. Prepare and update monthly, a summary of Landside work progress for JMP’s monthly report.
  • Acting as JMP’s primary point of contact on all Landside related matters with the Design Build team, Airline partners, Port Authority, and other internal / external stakeholders.
  • Other duties and responsibilities commensurate with the position may be assigned.

Primary Qualifications:

  • Bachelor’s degree in engineering or a related field from an accredited post-secondary institution.
  • At least 5+ years experience in a project management role focused on large infrastructure projects.
  • Project management and implementation, program management, change management experience.
  • Excellent verbal and written communication skills and ability to develop trusting, and collaborative professional relationships with stakeholders. Ability to act as a liaison between Terminal 7’s operational team and the construction project and its stakeholders
  • Demonstrated team leadership skills with the ability to motivate and develop team members for exceptional performance and ongoing contribution.
  • You are curious and have a good ability to ask questions, this will result in an effective approach to problem-solving and will lead to team buy-in and team alignment.
  • Passion for achieving results and continuously improving processes.
  • Comfortable writing formal project documents, training materials, SOPs, and agendas.
  • Demonstrated an ability to manage multiple projects, while staying on budget and delivering on time without compromising quality.
  • Experience working within a regulated business is an asset.
  • Professional Engineering (P.E.); not a mandatory requirement but an asset for this position.

  • Ability to work independently with little or no supervision but be a team player.

The salary range for this position is $135,000 - $160,000 USD.
