The World Bank Education and Skills Global team supports WBG education teams across the world to deliver better results by developing global public goods and generating and facilitating knowledge exchange to strengthen education policy and systems in several key areas, namely: early childhood development, teaching effectiveness, safe and inclusive schools, implementation capacity to achieve learning results at scale; skills assessments and workforce development, and tertiary education; and including work in cross-cutting themes like effective use of education technology, learner assessments, education finance, disability inclusion and girls' education.
Duties & Accountabilities:
The Education and Skills Global team (EDU) seeks a Senior Advisor to help lead an ambitious knowledge and business development agenda to ensure that the Education and Skills family can effectively support the WB clients in their education reforms and programs This means both helping to expand to new topic and themes as needed as well as ensuring that the staff of the practice stays at the knowledge frontier in all education fields .
The Senior Advisor will report to the Education Global Director, will work in coordination with the Manager of the Global Engagement and Knowledge unit and will be a member of the WB Education Management Team.
The Senior Advisor will support and advise the Global Director on strategic, analytical and operational matters to strengthen the team's global and country engagements, its analytical and operational portfolio and strategic relevance as the main international player in the education field; specifically, the candidate will:- Oversee strategic analytical pieces that help position the Education and Skills team in key global, regional or country agendas, related to broad education reform efforts aimed at improving education access and quality, as well as in areas of intense country and regional engagement such as learning measurement, policies and programs to improve instruction and reduce learning poverty, skills, education finance etc;
- Lead and help in the development of global public goods that support the operational and analytical work of regional and country teams
- Advise the different thematic groups, on the design and implementation of their respective offerings to ensure alignment with strategic and client needs;
- Interact with and reach out regularly to relevant policy, analytic and academic communities across the Bank, in client countries, and internationally;
- Act as spokesperson for education internally and externally
- Support the WB technical and institutional engagement with different multilateral and bilateral partners
- Perform all other functions that may be assigned by the Global Director.
- Advanced degree in economics or related field, with a minimum of 15 years of experience in positions of growing complexity and responsibility
- Recognized leadership inside and outside the World Bank Group on the issues of education policies in low income and low-and middle- income countries and the expertise on issues including several of the core areas described above
- Internationally recognized as a leading authority in high level policy, academic and knowledge work related to education issues
- Demonstrated impact on operational strategies, policy and program development
- Experience with a wide range of Bank products including lending, analytical and knowledge work will be a plus
- Respected in the World Bank Group and in the larger international community as a leader on education issues
- A passion for delivering results for poor people through enhanced education.
- Outstanding written and verbal communication skills
- Passion for the work of the World Bank and the education sector
- Deep technical knowledge and credibility
- Excellent track record in leading analytical and project work
- Ability to make connections in substance and teams across topics, GSGs, sectors, organizations
- Enthusiasm for promoting technical space for knowledge exchange and for promoting technical expertise of others
- Energy and enthusiasm for community building, learning, knowledge sharing, and mentoring.
- Leadership through influence of ideas rather than the authority of position or budget
- Deep knowledge of the World Bank and how it functions
- Track record of leading large teams and delivering complex tasks
- Excellent communications skills in English – formal and informal, oral and written, for technical and lay audiences
- Fluency in other working languages of the World Bank is highly valued
- Background in a range of country contexts (regions, income levels, stability/fragility, shape of education systems) is highly valued
