Job Announcement

Performs advanced-level professional management tasks in analysis and data management related to the operations and services of the Food Access Program. Provides quality assurance of program processes in accordance with federal, state, and county regulations, as well as leading the preparation and participation in audits of these programs.
Acts as a subject matter expert for all data systems to include CHAAMPS (Child/Adult Application and Meal Payment System), SEMS (School Aged Child Care and Employee Childcare Center Management System), VDOE SSWS (Virginia Department of Education Signel Sign On Web Systems), Minute Menu, and Child Plus.
Acts as a liaison with other county and state agencies. Provides advanced level financial and budgetary analysis; leads procurement, grant management, and contract administration with multiple vendors to include Virginia Department of Health and Virginia Department of Education.
Leads the coordination of the Summer Food Service Program, requiring extensive coordination with state and county agencies. Supervises staff assigned to implement agency initiatives that promote food access. Directs the review and revision of programs for effectiveness in meeting local, state, and federal requirements and for recommending and coordinating revisions in goals, objectives, and program operations to meet new state or federal priorities or initiatives.

Performs other duties as assigned to support all appropriate functions for the Food Access Program.

Duties include:

  • Assists in collecting, preparing and reviewing required documents for the local, state, and federal audit of all programs encompassed in the Food Access Program.
  • Serves as a subject matter expert and reviews required documents to ensure compliance with local, state, and federal regulations to maintain the Food Access Program’s role in the larger food system
  • Determines site eligibility for FAP programs based on the USDA’s eligibility criteria
  • Extensively coordinates with budget, finance, and procurement teams while assisting in the collection and reconciliation of monthly breakfast, lunch, and PM snack reports for all FAP sites using multiple systems that aggregate and submit the data to Virginia Department of Health and Virginia Department of Education.
  • Manages multiple contracts with state agencies and vendors, monitoring for compliance and adherence to federal and local guidelines.
  • Provides guidance to and collaborates with the Budget and Finance team to create and maintain the budget for all programs within the Food Access Program.
  • Leads the coordination of the Summer Food Service Program to include collaboration with other departments, agencies, and non-profit partners, training non-profit staff at the site, and providing technical assistance.
  • Extensive project management to include state applications, audits, and the Summer Food Service Program
  • Recruits, hires, trains, and supervises other analysts
  • Supports food related initiatives and agenda-setting processes to advance shared goals and action on the county and region’s food systems to promote access and reduce food insecurity.
  • Compiles United States Department of Agriculture (USDA) claim reports from data gathered in collaboration with budget, finance, and food programs.

The successful candidate will have:

  • Knowledge of departmental operations, processes, and procedures.
  • Knowledge of Virginia Department of Health, Virginia Department of Education, and federal USDA nutrition program regulations.
  • Knowledge of capabilities of information technology software, hardware, and network communication technology.
  • Ability to analyze and evaluate administrative processes and procedures for automation purposes.
  • Ability to train employees in state and federal regulations.
  • Knowledge of the mission, goals and objectives of the Food Access Program.

  • Independently designs, develops, and coordinates ongoing department programs and special projects;
  • Performs a wide range of professional-level management work for more than one broad administrative function including complex analysis and diverse project management in a lead capacity;
  • Coordinates and manages the work of administrative, para-professional, and/or professional-level staff in the day-to-day activities of selected projects. Plans, organizes, and coordinates changes to the policies, procedures, or processes related to multiple administrative functions (financial, procurement, budget, human resources, contract or grants administration, information technology systems, etc.);
  • Plans and conducts or oversees studies or research activities to ensure program quality, determine unmet needs or ensure efficacy of existing programs;
  • Provides guidance, recommendations, and advice to departmental managers;
  • Serves on committees, task forces, and management teams to evaluate the effectiveness and efficiency of existing management/administrative systems;
  • Writes, edits, and finalizes reports and presentations and presents findings and recommendations to department senior managers.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience within the functional area.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check and a Child Protective Services Registry check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Experience working in social services, human services, or other community-based service delivery setting.
  • Experience with federal nutrition programs such as USDA Child and Adult Care Food Program, Summer Food Service Program and Fairfax County food resources and access challenges.
  • Experience analyzing business data and processes related to state and local government systems.
  • Experience writing/presenting program status reports which include trends and projections based on analysis and synthesis of information in a Human Services database.
  • Experience with relational database concepts and structures, data extraction, and crystal reports.
  • Knowledge and experience with the Microsoft Office Suite, to include Share Point.
  • Excellent verbal and written skills.
  • Experience as a trainer/mentor.
  • Ability to explain technical terms and processes to staff and the public using non-technical language.
PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community.
