  • Provisional Appointments: For a provisional appointment, a civil service exam is not required. However, to obtain a regular position, the appointee will need to compete successfully in a County Exam when open.

This position requires CA residency.After satisfying a training period, an Alternative Work/hybrid schedule will be offered.

About Us

Housing & Homelessness Services works to build a robust, integrated, and coordinated system for housing and homelessness services and acts as the Countys point of contact on homelessness strategic planning and program development. Formerly the Office of Homeless Care and Coordination (OHCC), Housing & Homelessness Services (H&H) works to improve health and housing outcomes among people experiencing homelessness.

H&H operates within Alameda County Health and alongside other County agencies and departments, as well as cities, community-based organizations, and other Continuum of Care partners. Housing & Homelessness Services oversees Coordinated Entry and System Access services, the Homeless Management Information System (HMIS), and works with 50+ providers across more than 145 contracts to provide comprehensive crisis response/diversion, interim, and permanent housing services throughout the Countys homelessness response system.

Health Care for the Homeless (HCH), which also sits within Housing & Homelessness Services, is a federally designated health center program offering medical, mental health, dental, optometry, pharmacy, and case management services.

THE POSITION

Under general direction, to coordinate the services available for specific target groups in Alameda County with particular reference to social services, health services, probation, research and development services, and services dealing with information and referral, transportation, and escort; and to do related work as required.

DISTINGUISHING FEATURES:
Incumbents of this class serve as liaison between the County and community organizations, provide advice and assistance to strengthen existing agencies, locate gaps in services, develop plans for the provision of needed services, and evaluate initial requests for funding from public and private providers of services to target groups.

They report directly to a department head, division director or assistant agency director within an agency.

Major Tasks, Duties and Responsibilities:

Note: The following statements reflect the general duties and shall not be considered as a detailed description of all the work requirements that may be inherent in the job.
  1. Provides leadership and advocacy on behalf of the elderly, pregnant women needing perinatal care, persons with disabilities, refugees, non-English speaking people, at-risk youth or other target groups.
  2. Determines the need for social services for any of these target groups. May make home visits and interview and evaluate clients need for services.
  3. Inventories the resources available to meet the needs of these groups and monitors and evaluates the effectiveness of the services provided by public and private agencies in meeting such needs.
  4. Assists in managing and coordinating the delivery of existing services for any of these groups.
  5. Assists in providing an action program designed to pool available and untapped resources of public and private agencies in order to strengthen or inaugurate new services for these specific target groups.
  6. Collects and disseminates information concerning the needs of these groups
  7. Provides training and technical assistance to providers of social services for target groups served.
  8. Serves as liaison for County with other departments and with various other state and local agencies and organizations which provide services for the specific target groups being served.
  9. May supervise a unit of employees who provide services to the specific target groups.
  10. Networks with foundations, corporations and companies. Maintains records on community referrals.
  11. Coordinates and participates with management team to develop revenue sources.
  12. Prepares reports, procedures, and recommendations regarding projects or programs for target groups served.
  13. Perform other duties as required.

PROGRAM SERVICES COORDINATOR

MINIMUM QUALIFICATIONS
EXPERIENCE:
The equivalent of six years of experience in a human services field, including one year of experience performing duties involving community liaison or outreach functions or multi-program coordination function.

(A bachelor's degree in sociology or a closely related field may be substituted for the equivalent of four years of the required general experience. A master's degree in Social Welfare or a closely related field may be substituted for an additional year of experience).

LICENSE: Possession of a valid California Motor Vehicle Operator's license.

Homeless Program Specialty: Two years of experience providing services to vulnerable populations (homeless or indigent)
