Overview
Beyond New Horizons, LLC (BNH) has an exciting opportunity for a O & M Support Manager, supporting TOS II, at Arnold AFB in Tullahoma, Tennessee. The O & M Support Manager will be working as a member of an integrated team responsible for [e.g. operating and maintaining or supporting] the United States Air Force Test Operations and Sustainment efforts.
Open to internal, current BNH employees only. The selected candidate for this requisition must be available to work any shift and shift determination will be made based on the priority of work at the time the selected candidate is cleared to report to work.
Job Summary
The successful candidate will provide overall leadership of the O&M Support Group by ensuring major/minor project completion in a safe manner, within budget, and on schedule.
Job Duties:
- Provides O&M Function Support for Multiple Craft Support & Technical Support Activities
- Leads and manages Work Control Supervisors, Downtime Controllers, Planners, Schedulers, Issuing Officials, TMDE Controllers, and other O&M Specialist positions
- Determines and defines project staffing requirements, objectives and customer expectations, and clearly communicate this information to O&M Support teams
- Manages employee performance and results; responsible for overseeing the work units’ and employees’ professional development per Company program guidelines; utilizes Company systems and tools to document results in a timely and consistent manner
- Processes employee status change notices and personnel actions of O&M staff as required
- Ensures adherence to requirements of assigned staff and provides corrective actions as required
- Oversees and leads an environment of continuous improvement of work control and execution processes
- Interfaces with customer and other management personnel including presentations, status updates, program performance, and program direction in O&M
- Performs primary CMMS stakeholder function related to sustainment and improvement related to work control & work execution functions
- Develops and assists in the delivery of cost-effective site O&M plans and maintenance programs including all required processes and procedures
- Ensures compliance with appropriate codes, standards, regulations, and Company policies, procedures, and work instructions
- Provides data reporting & analysis support to O&M Function
- Leads development of craft forecasts across TOS organization in support of O&M Functional Manager & Execution Branches
- Works with Work Control Supervisors to ensure adequate understanding craft resource needs by craft skill
- Assists in evaluation of schedule and budget as required
- Provides oversight for Davis Bacon assessments
- Provides direction & guidance to O&M Specialist performing Davis Bacon assessments
- Leads discussions with union leadership related to Davis Bacon
- Advises of changes in maintenance techniques that may be beneficial in terms of improved service levels or provide cost reduction.
- It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
- Perform other duties as required.
Basic Qualifications:
- Applicable Technical degree/diploma/craft certificate (including apprenticeships), or Associate’s Degree in a technical discipline and fifteen (15) years of progressive and relevant experience or any equivalent combination of applicable education and progressive and relevant experience totaling seventeen (17) years.
- Must be able to obtain and maintain a security clearance and access to the AEDC local area network.
- Current U. S. Citizenship required.
- Applicable Technical degree/diploma/craft certificate (including apprenticeships), or Associate’s Degree in a technical discipline and seventeen (17) years of progressive and relevant experience or any equivalent combination of applicable education and progressive and relevant experience totaling nineteen (19) years.
- Demonstrated leadership capability, including at least 2 years of supervisory experience.
- Demonstrated technical aptitude with functions related to work control and execution, with a minimum of 5 years of experience related to planning, scheduling, and other craft support functions.
- Knowledge of AEDC industrial work processes, facilities, and equipment across test cells, plants, utilities, etc.
- Knowledge of craft skill sets, and jurisdictional guidelines as required to perform different work tasks, including any specific skills related to work being planned, scheduled, or executed.
- Knowledge of Davis Bacon application to AEDC work scope.
- Demonstrated aptitude with AEDC CMMS, especially with regard to the Work Order system, Crew Scheduling functions, Ordering Materials, and Bills of Material.
- Ability to lead implementation of maintenance and reliability best practices across the Mission Area, especially as it relates to Work Management.
- Demonstrated proficiency with PC systems and office software applications, including Email, Microsoft Word, Microsoft Excel, MS Project, Primavera, etc.
- Ability to communicate clearly and effectively with craft personnel, craft supervisors/superintendents, schedulers, engineers, project managers, management, and other personnel in the workplace.
