Job Title: Sr. Business Analyst
Duration: 6 months (Tentative)

Location: Quincy, MA (Onsite)

Responsibilities:

  • Act as a liaison between business users, the development group, and cloud vendors to gather and document Scope, Use Cases, and Functional Requirements.
  • Prepare and manage project plans and coordinate activities with team members.
  • Create and maintain necessary Unified Process artifacts for the approved SDLC and submit them for review and approval.
  • Participate in the preparation and execution of test plans and criteria.
  • Prepare implementation plans, user guides, and documentation as needed.
  • Facilitate interactions with internal and external IT areas and business units.
  • Serve as a liaison between development groups and infrastructure teams.
  • Act as Project Manager for simple projects, reporting status to senior management.
  • Diagnose and resolve system performance issues reported by users or management.
  • Ensure project documentation complies with agency initiatives and priorities.
  • Identify and facilitate resolutions for production support, user requests, or Helpdesk tickets.
  • Monitor the success of implemented solutions in the production environment.
  • Participate in release meetings for maintenance and development projects.
  • Collaborate with QA to resolve issues before release.
  • Identify risks and potential scope creeps, escalating issues to management.
  • Create Unit test results in accordance with process Scope and Business requirements.
  • Validate the quality, reliability, and completeness of business services deployed on the new platform.

Preferred Qualifications:

  • Knowledge of software development principles using the approved SDLC.
  • Proficient in Jira, Long Term Care Population, complex eligibility systems, and Unified processes.
  • Proficiency in Microsoft 365 (Excel, Word, PowerPoint, Access, Visio).
  • Understanding of computer systems analysis, design, and technical terminology.
  • Experience with data structures, application programming, or database development.
  • Ability to prepare flow charts, diagrams, and Use Cases.
  • Strong communication skills for delivering clear instructions.
  • Excellent organizational skills and attention to detail.
  • Ability to understand and apply relevant policies, procedures, and standards.
  • Knowledge of MA HIX or other State Health Exchanges.
  • Ability to work with multiple vendors and manage multiple projects effectively.
  • Collaborative mindset, strong initiative, and follow-through skills.

Education and Certifications:

  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or a related field.
  • Minimum of 3 years of extensive experience as a Senior Business Analyst in a large-scale application environment.
  • Minimum of 3 years of experience in all phases of the Software Development Life Cycle (SDLC), including post-production verification.
  • Prior experience in government or healthcare settings is desired.
