Summary:

The Program Analyst II is responsible for conducting comprehensive data analysis, evaluating program performance, and providing actionable insights to support decision-making. This role involves tracking program metrics, preparing reports, and collaborating with stakeholders to enhance program effectiveness.

The Program Analyst II plays a key role in identifying trends, optimizing processes, and ensuring program goals are met through continuous monitoring and evaluation.

This position is hybrid position between remote and Atlanta, GA.

Responsibilities:

Essential Job Functions:

  • Serves as an analyst and, independently or as part of a team, plans, manages, and or evaluates programs, projects, or activities within the branch.
  • Supports the establishment of program standards, policies, strategies, goals, and evaluation plans in conjunction with senior staff.
  • Collects and interprets data and information from a variety of sources and prepares recommendations accordingly.
  • Conducts short- or long-term planning, program development, policy and program analysis, and program evaluations.
  • Reviews project contracts and develops special reports related to contract expenditures, invoice payments, and other contract activities.
  • Maintain Outlook calendars, schedule and coordinate meetings. Schedule at least 1 meeting every 2 weeks for project updates.
  • Provide logistical support to project PIs for project meetings by scheduling and booking meeting rooms/MS Teams/Zoom, preparing agendas and meeting materials, coordinating presentation planning, taking meeting notes, preparing meeting summaries and/or recordings, provide supplies from branch inventory or request new items, and requesting visitor access as needed.
  • Attend project, program, and team meetings to record, document, and summarize discussions. Provide summaries of discussions and outstanding action items to designated leads. Assist leads in tracking follow-up actions and documentation and store summaries in designated electronic locations.
  • Manage electronic folders maintained for communications, coordination, and collaboration.
  • Assist with planning and logistics for in-person and virtual meetings, conferences, and site visits.
  • Formulate, track and execute annual budget reviews for designated cooperative agreements. Prepare budget reports and consult on allocations of funds and expenditures.
  • Develop and/or update spreadsheets to track the processing of technology transfer agreements, inter/intra-agency agreements, import permit agreements, and data use and sharing agreements related to specific projects. Follow up on required paperwork, timelines, approvals, and status. Provide all tracking spreadsheets to project leads and senior staff at least monthly.
  • Provide regular reports to CEMB branch and team leads on CDC and partner activities, priorities, and recommendations.
  • Schedule conference calls and provide coordination/logistical support for meetings with domestic and global program partners.
  • Track team and branch projects, analyses, active and published manuscripts, and scientific conferences. Develop an online storage system for tracking publications and maintaining it.
  • Communicate with site and federal partners to maintain up-to-date site contact information and working group lists.
  • Perform data entry in Branch SharePoint forms, CCPS, MS Office, REDCAP, ELIMS or other systems as needed.
  • Serve as travel preparer and process travel requests in the Concur system for travelers by submitting travel authorization (TA) requests within 2 business days and track progress daily until approved.
  • Submit voucher requests in Concur within 2 business days of receipt from traveler and track process daily until approved.

Qualifications:

Necessary Skills and Knowledge:

  • Strong analytical and problem-solving skills, with experience in data analysis and interpretation.
  • Proficiency in data analysis tools and software.
  • Excellent written and verbal communication skills, with the ability to present complex data in a clear and concise manner.
  • Strong organizational skills and the ability to manage multiple projects and deadlines.

Minimum Qualifications:

  • Minimum 2-4 years of experience in program analysis, project management, or a similar analytical role.
  • Experience in preparing reports, presentations, and dashboards for diverse stakeholders.

Preferred Qualifications:

  • Knowledge of program evaluation methodologies and performance metrics.
  • Project management experience or certification.

The salary range for this $90,000 - $90,500 annually.
