OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for a Project Manager to work with our federal client, the General Services Administration(GSA). This position is contingent upon contract award.

The Project Manager serves as the primary point of contact for federal client leadership while directing all aspects of program strategy, technical oversight, delivery management, and team leadership according to PWS objectives. They are accountable for ensuring quality, compliance, and successful outcomes through effective stakeholder management, risk mitigation, and resource optimization while maintaining strong governance over the modernization program.

Day to day responsibilities will include:

  • Direct overall program strategy and execution
  • Make critical decisions on technical approach and resource allocation
  • Establish and maintain project governance structures
  • Drive continuous process improvement
  • Serve as primary point of contact for GSA leadership
  • Coordinate with GSA technical teams and business units
  • Manage vendor relationships and subcontractor performance
  • Lead executive briefings and status reviews
  • Guide architecture and technology decisions
  • Ensure solutions align with GSA's cloud ecosystem
  • Validate technical approaches meet requirements
  • Drive adoption of modern development practices
  • Monitor project KPIs and metrics
  • Track and report on milestone progress
  • Manage risks, issues and dependencies
  • Control costs and resource utilization
  • Enforce quality standards and best practices
  • Ensure security and compliance requirements are met
  • Oversee documentation and deliverables
  • Maintain audit readiness
  • Build and mentor high-performing teams
  • Assign resources based on skills and priorities
  • Foster collaboration and knowledge sharing
  • Address performance issues promptly

Requirements

Requirements:

  • 10+ years of experience leading and managing software development projects using agile methodologies.
  • Successful management of project tasks and coordination of employees with various skills.
  • 5+ years demonstrated experience managing, coordinating, and facilitating a team’s efforts effectively and efficiently in a Time and Material/Labor Hour or Firm-Fixed-Price contracted environment within a Federal agencies
  • Must understand AWS cloud architecture including containerization, microservices, and modern deployment practices across multiple environments.
  • Deep knowledge of agile frameworks, particularly SAFe for government programs, is essential to guide delivery and manage stakeholder expectations.
  • Experience with federal acquisition lifecycles and requirements management enables effective coordination of pre-award through execution phases.
  • Experience in aligning technical solutions with business outcomes and user needs.
  • Practical knowledge of security compliance, ATOs, and federal IT governance ensures projects meet all regulatory requirements.
  • Expertise in performance monitoring, metrics, and reporting provides data-driven management of project health and outcomes.
  • Proficiency with resource management, budgeting, and capacity planning supports efficient team operations and delivery.
  • Strong grasp of risk management and mitigation strategies helps identify and address potential issues early.
  • Experience with stakeholder management and executive communication facilitates effective collaboration across organizational boundaries.
  • Knowledge of DevOps methodologies, tools, and automation accelerates secure software delivery.
  • Understanding of data management, analytics, and business intelligence informs evidence-based decision making.
  • Familiarity with user research, human-centered design, and customer experience principles ensures solutions meet user needs.
  • Industry certifications in the areas of Program Management, Agile/DevOps, and Cloud Architecture that compliment work experience and support Contract/Task Order performance.
  • Ability to work with limited direction
  • Ability to interface with senior levels of management.
  • Ability to recommend improvements to current and future team operations and processes.
  • Ability to research, gather, and synthesize data.
  • Ability to present conclusions and recommendations to management.
  • Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports.
  • Ability to plan/organize work.
  • Have excellent oral and written communication skills.
  • Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).
  • Must be a US Citizen.
  • Must be able to obtain or retain a Public Trust clearance; the security screening process may involve a credit, fingerprint, and law enforcement agency check

Salary Range: $120,000-150,000 per year commensurate with experience, education, etc.
