Position Description:

ZemiTek is seeking a Program Specialist to provide administrative and logistical support to the United States Agency for International Development (USAID), Asia Bureau, Office of Central Asia and Afghanistan. The position reports to the Asia Bureau Director of Office of Central Asia and Afghanistan Affairs.

The Program Specialist directly supports the Director, performing a variety of routine and complex administrative and analytical duties. The Program Specialist must be comfortable managing multiple, competing tasks and performing these duties in a fast-paced environment under pressure.

Location: Washington D.C.
Work Schedule: Full-time, 5 days in office

Starting Salary Range: $71,400 - $77,000 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.

Clearance: Ability to obtain a Secret clearance.

Responsibilities:

As a Program Specialist, you will directly support the Director. Tasks and responsibilities include:
  • Manage all aspects of the Director's calendar.
  • Actively take meeting minutes and consolidate notes to distribute to attendees.
  • Organize all arrangements and logistical requirements for meetings and conferences.
  • Create meeting agendas and distribute to attendees.
  • Coordinate the routing of documents and memos through the approval chain and follow up on pending approval requests.
  • Initiate drafting of briefers, reports, and scheduling proposals for the Desk Officers, and analyze these documents.
  • Maintain all office files in accordance with USAID's policies and procedures.
  • Receive, answer, and route telephone calls.
  • Conduct research for varying levels of reports and special assignments.
  • Manage the transmittal of incoming and outgoing memos.
  • Provide, on occasion, administrative coverage in the Asia Bureau Front Office.
  • Arrange and coordinate travel for the Director and other individuals supported.
  • Learn and maintain an understanding of key development priorities, political dynamics, and programs in the region.
  • Attend and provide coverage and notes of meetings with Asia Bureau, other USAID offices, implementing partners, policy think tanks, and other government actors.
  • Provides administrative support through scheduling consultations, fulfilling requests for materials, arranging travel, and other duties as assigned.
  • Create a standard operating procedures and maintain training documents; Create and maintain trackers for congressional inquiries
  • Backstop the Democracy & Governance portfolio: Monitor political, economic, and social developments in-country and analyze potential impact on political and/or development issues
  • Draft memos, talking points, reports; provide analyses, and other research as needed
  • Perform other duties as assigned.

Qualifications:

  • Bachelor's degree in a relevant field (international affairs, political science, public policy, international development, communications, etc.) and eight (8) years of professional office experience, Masters degree and three (3 years) of professional office experience
  • High proficiency in use of Google applications.
  • Proficiency in the use of Microsoft Office, Internet, and e-mail applications (Google/Outlook) is required.
  • Experience in the use of database applications is required.
  • Excellent verbal and written communication skills.
  • Superior calendar management and organizational skills with great attention to detail.
  • Interest in international development field, in particular Afghanistan and/or the surrounding region.
  • Excellent project management and organizational skills with attention to detail and commitment to accomplish tasks.
  • Experience having to manage systems that require collaborative work.
  • Ability to communicate and convey ideas and thoughts clearly, orally, written, and visually.
  • Excellent written and oral communication skills, a positive attitude, and the ability to work with others constructively.
  • Ability to multi-task competing priorities and meet deadlines in a fast-paced environment.
  • Ability to adaptively manage and be responsive to changes in context or work requirements.
  • A team player with the ability to learn quickly, with minimal guidance, and under pressure.
  • Ability to obtain an interim and receive a full level Secret clearance.

Preferred Qualifications:

  • Knowledge of US government administrative procedures
  • Expert multi-tasker and experience managing multiple trackers at once.
  • Experience or familiarity with humanitarian and/or development principles.
  • Active Secret-level clearance
