This posting will be used to fill one (1) permanent, full-time position. This position is classified as Management Service and is not represented by a union.

Work Location: Salem/Marion or Portland/Multnomah; hybrid position

What you will do!

The purpose of this position is to carry out the objectives and goals of Medicaid Division as it pertains to workforce development and workforce equity strategic planning and implementation, which includes recruitment and retention, training development and delivery, and various core administrative services functions including but not limited to facilities management, equipment management, small procurement, training and travel coordination, continuity of operations, and records management.

You will set the direction, goals and objectives of ensuring Medicaid has strategic alignment and coordination of workforce recruitment across all units/teams and OHA sections/divisions, including Human Resources, Equity & Inclusion, Budget, Government Relations, and the Directors Office, as well as with the states Department of Administrative Services (DAS).

You will take a collaborative leadership role in developing, preparing and monitoring near-term and long-term strategies and objectives for the Medicaids workforce equity plan, which includes actions to assure:

values-oriented, trauma-informed, anti-racist, equity-embedded recruitment strategies, processes, procedures and tools are utilized by the Medicaid Division; training forums and content serve to advance health equity, center racial justice and consumer voice, and promote collaborative action and transformational shifts in practice; diversity within Medicaids workforce; and

Medicaid contributes to positively impacting OHAs Strategic Plan internal goal pillar and outcome measures: Building OHAs internal capacity and commitment to eliminate heath inequities.

You will provide expertise, technical assistance, design input, and oversight to ensure that workforce development and administrative services functions are compliant with established policies, objectives, program priorities or applicable laws, rules, and regulations, and provide direct staff supervision.

WHAT WE ARE LOOKING FOR: Minimum Qualifications

Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelors degree in a related field.

Desired Attributes

Experience developing, implementing workforce development and workforce equity policies and programs, including position descriptions, job postings, interviews, candidate selection, and pre-hire and hire actions.
Experience in designing, developing, delivering, or overseeing values-oriented and experiential employee onboarding and training.
Experience managing complex, technical, and dynamic business office and administrative services functions, including creating policies, protocols, and practices that facilitate operational efficiency and process improvement.
Experience in financial and budget management, tracking and oversight for larger scale efforts or program / team accountability.

Specific knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, iterative design, and continuous improvement strategies; including experience in effectively managing teams and fostering a trusting team culture.

Ability to provide organizational leadership to support inter-and cross-agency collaboration and systems-wide changes that facilitate advocacy, equity, and client-centered policies and solutions.
Demonstrated project management experience, including ability to effectively manage multiple project timelines, contracts, plans, and deliverables.
Experience using a wide variety of research and evaluation methods.
Experience communicating qualitative and quantitative information, both verbal and written.
Ability to navigate complex relationships; ability to demonstrate collaborative problem-solving skills, consensus-building and solution driven approaches.

Ability to demonstrate advanced Microsoft Excel, Word, PowerPoint and Outlook skillset; and skilled use of collaboration tools such as Microsoft Teams, SharePoint, and Smartsheet.
