Systems Analyst

The Systems Analyst will be integral to the Financial Books and Records (FB&R) Transformation initiative, assisting the Florida Turnpike Enterprise (FTE) in the transition to the Florida PALM (Planning, Accounting, and Ledger Management) system.

This role demands a meticulous individual with robust analytical, technical, and problem-solving abilities to oversee the shift of FTE’s financial processes to the new statewide ledger platform.

  • Develop current and future state process maps of FTE’s financial operations to identify and implement process efficiencies.
  • Conduct a comprehensive analysis of FTE’s Budget processes.  Support the migration of financial data to the new system, ensuring data integrity and accuracy.
  • Identify the change impact of current to future Chart of Account (COA) structure related to all budget processes.
  • Design, develop and code the financial process utilizing databases, excel, SQL,
  • Develop and implement new Standard Operating Procedures (SOPs) for financial operations.
  • Develop and execute test plans to validate system functionality and data accuracy.
  • Collaborate with the Florida PALM Project Team and FTE stakeholders to ensure successful transition.
Requirements
  • Bachelor’s degree in Finance, Information Systems or related field.
  • Minimum 3 years of experience in systems analysis or financial reporting.
  • Demonstrated Advanced Excel and Access Skills
  • Demonstrated process and data mapping experience
  • Strong analytical and problem-solving skills.
  • Proficiency in financial systems and data analysis tools.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple tasks and meet deadlines.
  • Ability to work independently and as part of a team.

Preferred Qualifications:

  • Experience with Oracle or Transformation Implementations
  • Power Query, PowerPivot is a plus
  • Process modeling software such as IBM Blueworks or Visio
