The Mission: The Company: Created in 1965, the 163rd Street Improvement Council, Inc. (or the Council, as we like to call it) involved itself in the fight against community deprivation of resources in the South Bronx. Determined to make a difference in the lives of the residents, the Council began to create affordable housing in the community.Pioneers in the Bronx for housing and human service programs, we offer the special needs, homeless, and low-income populations an array of support services. We have become a source of Strength, Support, and Stability for those on the journey from homelessness to fully appropriate housing.
Our approach is unique and innovative. We provide a continuum of care, including a range of transitional, congregate, and other residential programs.
The Role: Under the direction of the Executive Director, the Program Director is responsible for the supervision of the programs of the Council, including scheduling, delivery, and infrastructure; personnel management; assistance with program promotion and events/outreach coordination; and various administrative tasks.
Specific Requirements: This is a full-time shift position scheduled between the hours of 10am-6pm. Staff may be asked to adjust their work schedule depending on the operational needs of the site.
Job Description: Program Director Duties and Responsibilities:
- Enable transitional housing program that provides transitional support of clients through initiatives to help guests address barriers and provide coordinated support services to individuals and families experiencing homelessness in our community.
- Work with the Superintendent to ensure the overall cleanliness, order, and safety of the facility.
- Plan, coordinate, and implement seasonal activities for children and adults with disabilities.
- Establish policies, procedures, and safety guidelines for all programs.
- Purchase, maintain and inventory all program equipment.
- Evaluate programs and provide feedback as needed.
- Supervise provision of safety and in-service meetings
- Report and discuss activity schedule plans with Executive Director
- Coordinate necessary equipment procurement and maintenance.
- Provide on-site surveys and review of programs.
- Attend necessary workshops, events, and training seminars.
- Communicate policy and information to program staff.
- Communicate program status with the Executive Director on a weekly basis. Personnel Management:
- Recruit, hire, and provide training and supervision of instructors and volunteers.
- Ensure appropriate instructor and volunteer training.
- Provide written evaluation of program staff at the completion of, or during, each program.
- Maintain open communication lines among instructors, volunteers, and participants.
- Supervise Volunteer/Outreach Coordinator’s documentation of volunteers.
- Staff and volunteers to ensure safe and competent delivery of services Ensure that new volunteers are oriented to their work.
- Facilitate staff timekeeping for payroll processing.
- Facilitate support staff scheduling and cover open shifts as appropriate.
- Identify training needs for staff; lead or seek help or resources for learning and training
- Ensure that regular and consistent communication is shared with staff. Public Relations Matters:
- Assist Volunteer/Outreach Coordinator with program promotion.
- Provide public presentations and demonstrations as needed.
- Assist with fundraising events.
- Contribute to the production of newsletter articles and other promotional materials.
- Attend and/or present at relevant trade shows, volunteer fairs and organizations. Administration:
- Assist with office supervision and management.
- Interface with, and cultivate relations with, professional and community partners.
- Assist with program budget development.
- Maintain program expenditures within budgeted parameters.
- Apprise Executive Director of program and project status as requested.
- Assume duties as directed during the Executive Director’s absence.
- Attending meetings related to duties and responsibilities, whether internal or external.
Program Director Financial Responsibilities:
- Work closely with the Executive Director to facilitate applications/management and reporting for federal, state, foundation, and other grant opportunities.
- Work with an awareness of cost-effective shelter finances including operational expenses, purchasing, staffing, application of grant funds and more as appropriate with the goal of financial sustainability.
- Facilitate grant writing, programming, management, and reporting initiatives.
- Understand the facility budget and be able to work within annual budgetary confinements. Client Safety and Security
- Educate and support clients in understanding and following shelter routines and guidelines, as needed.
- Adhere to organization policy, procedures, and professional code of ethics.
- Facilitate guest intake, disciplinary and discharge procedures, as necessary.
- Assume staff roles in their absence or as necessary.
- Ensure that shelters meet local and state regulations covering health, safety, and capacity requirements.
- Facilitate and uphold the highest confidentiality and respect for guests and their personal information according to regulatory guidelines. Essential Skills and Qualifications:
- Bachelor of Social Work, with New York State Licensure required. ● Previous experience in behavioral health, human services, social services, non-profit management, or related field preferred.
- Previous experience working with those experiencing homelessness or a shelter environment preferred.
- 3-5 years’ experience in community organizing or leadership preferred.
- 3-5 years’ experience in a direct supervision role over others.
- 3-5 years’ experience with program management with a strong sense of planning, communication, evaluation, and change management.
- Strong verbal and written skills are mandatory; strong organizational skills, effective time management, attention to detail and ability to be self-motivated and disciplined.
- Experience in planning and facilitating projects including logistics, budgeting, interpersonal, communication, and teamwork skills required.
- Availability to work a flexible schedule including some evenings and weekends is required; must be available to assume “on-call” responsibilities on a rotating basis.
- Local travel required; must have a reliable vehicle, insurance, and clean driving record.
- Proficiency in Microsoft Suite and Google Suite
- Excellent administrative and communication skills (e.g., emails, case notes, organization).
- Must be a self-starter who is highly organized, able to prioritize and is highly flexible/adaptive. Compensation: A competitive salary, incentive and benefits will be offered, commensurate with the role and the final candidate’s experience.

Supervisory Responsibilities: This position does have supervisory responsibilities.
Working Environment: This position will be held in a professional office. This position routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. This position is subject to travel.
