JOB OVERVIEW:
This position will be a key member of our senior leadership team responsible for managing the growth, service delivery and P&L performance for ITC Federal’s Department of Homeland Security (DHS) account. This account is comprised primarily of prime contracts supporting the IT modernization needs of multiple DHS customers.We are seeking a hands-on senior level resource with Business Development/Capture expertise, senior level Program/Portfolio Management experience and DHS customer intimacy who is positioned to drive the growth of this account. As the lead growth and operations executive for this account, the VP will have full P&L and management oversight for all programs in the portfolio and will be tasked with managing organic growth, securing recompetes, and working hand-in-hand with the Business Development team to win new business in the account.

Responsibilities:
- Manage the successful operational execution of a portfolio of contracts/task orders
- Responsible for end-to-end performance of all contracts in portfolio
- Ensure that programs are meeting all deliverables and contract requirements
- Deliver portfolio P&L results in line with corporate goals
- Ensure all contract management functions are completed for assigned portfolio
- Conduct consistent customer engagement for current and prospective customers
- Lead contract start-up/transition activities
- Contribute to business development activities
- Lead Account Plan for portfolio growth
- Serve as operational lead for proposal responses, providing direct contributions to proposals and ensuring comprehensive reviews for content and compliance
- Establish/mature relationships with industry partners
- Manage program risk
- Support corporate quality and governance activities (company is ISO 9001, 20000 and 27001 certified, and CMMI L3 Dev appraised)
Qualifications:
- Senior Level Employee with a track record of managing IDIQs, tasks, and programs (both prime and sub) for mid-sized and/or large organizations
- Minimum 10 years direct program management experience
- Minimum 2 years of direct portfolio management experience
- DHS customer experience required (ideally ICE, USCIS, USCG or related components such as CBP, FEMA)
- Hands-on IT/technical architecture or engineering background is a plus
- Hands on (entrepreneurial minded) ability to set and track performance goals, prioritize, delegate, and improve processes to enhance efficiencies and effectiveness of staff and services
- Customer focused, flexible, politically astute leader who has won the respect of customers, peers and employees
- Must have detailed understanding of program financials with the ability to analyze and report on program/portfolio financial performance
- Demonstrated ability to process and analyze large volumes of data and consolidate into management level reports
- Strong attention to detail and accuracy; must be a self-starter, motivated, and a problem solver
- Strong new business/capture experience required
- Must have led full and open pursuits as the lead executive
- Experience contributing to new business and writing winning proposals
- Bachelor’s degree (Master’s preferred)
- PMP certification preferred
