Responsibilities:

Noblis I&LE is seeking an experienced Senior Program Manager to join our team in Reston, Virginia.

As a Program Manager, you will lead a small team focused on innovative design, development, and sustainment activities involving IT systems, biometric technology, technical standards, policy and strategy development, and assessing and optimizing operations.

Potential activities within this role involve conducting research, leading assessments and analysis, developing new standards and processes, and supporting initiatives to sustain and modernize systems, databases, infrastructure, and algorithms.

Responsibilities Include:

  • Oversee and coordinate multiple programs and/or projects to achieve strategic objectives and organizational goals.
  • Plan, execute, and monitor program activities, ensuring alignment with business priorities and delivering value to stakeholders.
  • Define program scope, goals, and deliverables, program plans and timelines, and manage resources to optimize efficiency.
  • Establish governance structures, manage program risks, and facilitate communication among teams, stakeholders, and leadership.
  • Monitor program performance, track KPIs, and provide regular updates to stakeholders for transparency and accountability.
  • Collaborate on improving methodologies, capabilities, and services while attracting, developing, and retaining talent.
  • Resolve complex issues with significant organizational impact, and act as a strategic advisor to top management.
  • Manage multiple departments, task orders, and/or projects with 3 to 12 direct reports, ensuring a high-performing team and exceptional customer experience.

Required Qualifications:

  • An active Secret security clearance is required.
  • Bachelor's degree with a minimum of 10 years of experience OR Master's degree with a minimum of 4 years of experience.
  • Must have hands-on Program Management work experience with a program of similar value, size, and/or scope that includes technical support, research studies, standards and process development, systems engineering, systems architecture, test and evaluation, and training with IT systems(s) - preferably involving analytics, biometrics, or computer vision technologies.
  • Must have a Project Management Professional (PMP), Lean Six Sigma, Certified Scrum Master (CSM), Scaled Agile Framework (SAFe) certification, or similar certificate related to project/program planning, collaboration, execution, quality, or delivery.
  • Prior management or team lead experience.

Desired Qualifications:

  • Ability to obtain and maintain a Top Secret security clearance.
  • Experience working with USG clients like the Department of State, Department of Defense, or Department of Homeland Security including operational components, enterprise IT specialists, and technical and program stakeholders.
  • Experience in leading teams, providing engineering solutions to optimize, monitor, and measure performance of operational systems focused on national security, and/or conducting or leading the research and development of large-scale IT/enterprise systems focused on national security.
  • Complements the existing team, enjoys solving problems, and is comfortable with ambiguity.
  • Strong written and verbal communications skills.
  • Strong self-organization skills and ability to self-manage.
  • 1-hour proximity to the DC Metropolitan area is preferred.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws.

The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range: USD $156,900.00 - USD $245,175.00 /Yr.
