Position Description :

We are seeking a dynamic and experienced candidate to serve as a Program Management Office (PMO) Analyst/Technical Writer supporting the Naval Sea Systems Command (NAVSEA) Industrial Operations Directorate (SEA 04). In this role, you will help oversee Business Financial Management/Internal Controls Support, Strategic Communications, Planning, Alignment, and Culture Support, Graphics Support, and Data Analytics.

You must possess, transfer and maintain a DoD Secret level clearance.

In this role you will:

  • Deliver high quality documentation free from errors.
  • Communicate effectively.
  • Organizes material and completes writing assignments according to set standards regarding, clarity, conciseness, style, and terminology.
  • Reviews and edits material prepared by other writers and recommends revisions or changes in scope, format, and content.
  • Assist/lead with preparing briefing material for leadership.
  • Review, format and route correspondence for signature.
  • Input new action items in appropriate tracking system & mark complete the reviewed items via Program Office letters.
  • Locate/retrieve/reproduce and distribute documents.
  • Update tracking systems with information from weekly correspondence update meetings.
  • Provide briefings, presentation materials, analytical reports, concept papers, and critical issue papers for both internal and external use.
  • Design, develop, and produce desktop publishing products and services to effectively communicate command mission and objectives and support SEA 04’s sponsored activities, projects and events.
  • Assist with drafting strategic communications objectives and goals in conjunction with organizational directives as requested.

Qualifications:

To be successful in this role, you will have:

  • Bachelor's degree in Management, Engineering or Scientific discipline with a minimum of 2 years of relevant experience in a financial or management discipline. In some cases, educational requirements may be adjusted or waived for 5+ years of relevant work experience. Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Must be able to transfer an active DoD Secret clearance.
  • United States (U.S.) citizenship.
  • Demonstrated knowledge of DoD program management, technical, or business management.
  • Experience with drafting/coordinating/presenting papers, briefings, and presentations at the GS-15/O-6 level.
  • Up to 10% of travel for CONUS/OCONUS is required.

Additional desired experience:

  • Experience communicating with GS-15/O-6 personnel.

In compliance with local laws regarding pay transparency, the salary range for this role is $72,109.99 to $117,180.22; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
