PURPOSE OF POSITION: The Compliance and Operations Manager supports the Director of Compliance and Operations by managing compliance, quality improvement, and operational processes. This position collaborates closely with the Facilities Manager to ensure timely completion of monthly risk assessments, routine maintenance, and compliance inspections.The role includes data management conducting regular audits, equipping program managers and coordinators to take ownership of their data and collaborating on compliance and training initiatives. The Manager also serves as a departmental compliance officer and collaborates on training initiatives to maintain organizational excellence.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Covenant House Georgia reserves the right to unilaterally modify, remove, or add to any of the following:
Compliance Management- Act as a departmental compliance officer for assigned areas, ensuring adherence to internal policies and external regulatory requirements.
- Oversee audits and inspections from funders, regulatory bodies, and accreditation entities, including preparation of checklists and procedures.
- Collaborate with the Facilities Manager to conduct and document monthly risk assessments, routine maintenance schedules, and compliance inspections.
- Conduct quarterly random case record audits and prepare reports highlighting trends, concerns, and corrective recommendations.
- Oversee and maintain CHGA’s Language Access Plan and ensure compliance with required updates.
- Draft, revise, and create policies and procedures to mitigate organizational risks and streamline processes.
- Implement and maintain measures to safeguard Protected Health Information (PHI) in compliance with HIPAA and other regulations.
- Collaborate with the Facilities Manager to ensure vendors adhere to service agreements and maintenance schedules.
- Assist in developing operational frameworks, including manuals, flowcharts, and standard operating procedures.
- Support the Director in identifying and mitigating operational risks and improving organizational processes.
- Establish and maintain a calendar for routine maintenance and inspection, ensuring quality services are received.
- Partner with the Data & Compliance Analyst to ensure data integrity and produce compliance and operational reports.
- Use data insights to identify trends, inform compliance strategies, and improve operational decisions.
- Conduct monthly internal audits across databases to reinforce a commitment to increasing data quality and integrity.
- Collaborate with program managers and coordinators to equip them with the skills and tools needed to take ownership of their data.
- Administer Efforts-to-Outcomes (ETO) and Client Track (HMIS) databases, managing users, permissions, and data cleaning.
- Develop dashboards, reports, and visualizations to identify trends and inform decision-making.
- Maintain the Data Integrity Plan, ensuring alignment with compliance standards and regulatory requirements.
- Organize and analyze survey data for staff, clients, and stakeholders, presenting findings in accessible formats.
- Program Support: Provide guidance and support to program managers and coordinators, ensuring that programs are aligned with the organization's mission and objectives. Monitor program performance, evaluate outcomes, and make recommendations for improvement.
- Serve as a departmental compliance officer for assigned areas, monitoring compliance, conducting audits, and implementing corrective actions.
- Assist in preparing for external audits by compiling data and supporting documentation processes.
- Lead monthly risk assessments for their assigned compliance areas, ensuring timely completion, detailed reporting, and risk management.
- Supervise the Data and Compliance Analyst to ensure that the overall Data Analyst of the Agency is effectively administered.
- Design, create, and deliver training sessions on compliance, operational policies, and data management systems in collaboration with the Data & Compliance Analyst.
- Provide ongoing coaching and technical assistance to staff to ensure alignment with compliance and quality standards.
- Oversee and support the Data & Compliance Analyst, ensuring effective execution of their responsibilities.
- Absorb critical data and compliance tasks as needed to maintain continuity.
- Serves as backup Child Protection Officer.
- Assist in the implementation and oversight of investigations of the Child Protection critical and serious incidents.
- Manages the CH Incident Reporting system including ensuring all documentation and any required internal and/or external communications regarding incidents are conducted timely and completely.
- Provide direct supervision to the designated HIPAA Privacy officer, ensuring staff receives HIPAA training annually.

- Responds in a timely manner to emergencies and resolves issues.
SUPERVISORY DUTIES: This position supervises Data and Compliance Analyst. This position is responsible for approving staff’s time.
EDUCATION & EXPERIENCE: Advanced education or certification in compliance, data management, or a related field preferred. Minimum of 2 years of supervisory and data management experience. Demonstrated expertise in analyzing and solving complex problems and systems.Proficient in using relational databases and statistical tools to collect, analyze, and present data, with a focus on improving processes, policies, quality of care, and employee performance. Strong computer skills and a proven ability to leverage data-driven insights for organizational improvement.

WORK ENVIRONMENT/PHYSICAL DEMANDS:
- Ability to work a flexible schedule as needed.
- Ability to work standing, walking, and/or sitting a minimum of 8 hours per day/shift.
- Ability to drive agency or personal vehicles to transport items and/or persons.
- Valid Georgia Driver’s License with acceptable driving record.
- Ability to travel as needed for training or to fulfill job requirements.
- Typically sits for extended periods at a computer workstation.
- Must be able to see, hear, touch, feel, lift (up to 20 - 50 lbs.) and stand for short periods of time.
